    Title: 身心障礙者在製造業工作場所安全現況之研究

    Abstract: 本研究針對經濟部工業局出版的94年台閩地區工廠名錄中,登記僱用人數超過100人以上之現有製造業發出問卷,以了解身心障礙就業者工作場所之安全衛生現況。經由問卷結果得知,身心障礙受訪者之教育程度以高中職及大專為大多數占76.2%。在輔導員的設置、工作危險性告知、適當工作分配、安全衛生防護具提供、定期緊急應變訓練及演練部分,大部分受訪者均回答有實施。而針對職前工作技能訓練及安全衛生教育訓練,則約有七成以上受訪者表示僅接受一般性訓練,而非專門針對身心障礙者設計之課程。此外另有61.6%沒有提供就業輔具以及33.2%沒有設置無障礙環境設施,可見雇主對於身心障礙者相關之硬體設施方面,仍有加強的空間。工作中認為有引起肌肉骨骼傷害之動作者約有25%,相對應也有差不多比例的受訪者出現肌肉骨骼方面不舒服感覺,所以雇主針對身心障礙者行動上的不方便,於工作中可能造成的人因工程上的傷害應該更為留意。約有24%的受訪者表示曾於工作中發生危害,其中以跌倒、滑倒及切、割、擦傷發生次數最多,而其發生原因則約有五成以上認為是工作不注意。就公民營事業和公司規模部分,由問卷發現民營事業和小型製造業,一般而言在安全衛生管理和硬體設施上均有較差的表現。受訪者對工作狀況的滿意程度,除了工作場所物件的存放與擺設、工作輔具及無障礙設施為普通至不滿意之間外,其他項目則均為滿意至普通之間。最後針對身心障礙者設置之無障礙設施,受訪者認為亟待改進者為廁所、樓梯。
    This research sent out the questionnaires to the manufactories hiring more than 100 employees according to the 2005 Taiwan manufacture list from industrial development bureau of ministry of economic affairs to understand the present situation of occupational safety and health for disabled employees.
    The result shows that 76.2% of participators have the education degree of senior school or college. The major employees expressed the employers support work instructor, information about work danger, proper work assignation, protective equipment, emergency response training and practice. For work skill and safety and health training, above 70% employees had the implementation of general training, not for specially disable persons. Moreover, there were 61.6% and 33.2% employers did not respectively support assistive devices and barrier-free access for the disabled, it indicated the equipment for the disable persons was insufficient. About 25% participators had the movement causes muscle or skeleton injury, it had a corresponding ratio to the uncomfortable symptom of muscle or skeleton. According to this result, the employers should improve the ergonomics harm. In addition, 24% employees expressed they had the harm at work, and the most occurred were slip and cut. Above 50% the injured thought the main reason was they didn’t pay attention. For public and private enterprises, and corporation scale parts, the results indicated the private enterprises and the small-scale manufacture had worse safety and health management and equipment. The satisfaction degree of participators for occupational situation was between satisfaction and average except that deposit and place of materials at workplace, assistive devices, and barrier-free access for the disabled were between average and unsatisfaction. Finally, the requirement of restroom and staircase improved was the most stated barrier-free access for the disabled by the disabled persons in this study.
