    Abstract: 組織可以管理員工的揭弊行為,使組織最終受益。如果組織無法有效的處理員工的揭弊行為,可能會導致組織不法行為被對外公開,將對組織的形象造成極大的傷害。員工的揭弊行為對組織的管理是一種兩難,揭弊行為通常被認為是反對組織的背信棄義的行為。然而,如果一家公司做一個客觀的成本效益分析,就會發現揭弊與員工的士氣和忠誠度之間相關的利益。有效的處理揭弊行為可以避免組織遭受罰款和高昂的訴訟費用,並且能防止有害組織健康的行動,對組織的利益遠遠大於實施並鼓勵一個透明和高效的揭弊流程的成本(Paul and Townsend,1996)。
    一般對揭弊行為的看法是揭弊行為不獲得組織的支持。但是組織內一些個人或團體犯罪者,為了自己的個人私利犯下這些錯誤時,組織應該鼓勵員工經常做組織的錯誤報告,這樣可以維護組織對抗任何有損於組織的活動,並且給對於企圖騙取組織及傷害組織形象和穩定的人一個強烈警告(Vinten,2000)。有效的揭弊與員工對組織的忠誠度不是相反,它能促進更好的和道德的組織運作。組織可以利用內部揭弊的正面影響,建立內部健全和公平的揭弊系統有效的停止有害組織的形像對組織外部揭露,這也將有助於組織的穩定和發展。一個組織有效的促進組織文化和環境中的誠信和道德應該成為一種常態,而不是例外。鼓勵揭弊可以大大有助於促進這樣的文化和環境。

    Organization can be benefited from managing whistle-blowing. If organization can’t handle whistle-blowing effectively , whistle-blower will apply external whistle-blowing and seriously damage the image of organization. Whistle-blowing is dilemma to any organiza-tion,it is viewed as a behavior against organization. However, whis-tle-blowing is positive to employees’ moral and loyalty. Organization can avoid fines and organize high litigation costs and prevent wrongdoing harm organization from effective whistle-blowing. The benefits from effective whistle-blowing is greater than the cost of encouraging and building an open whistle-blowing system to organization (Paul and Townsend,1996).
    Contrary to popular belief,whistle-blowing does not enjoy the support of the organization but are perpetrated by some individuals or groups within the organization who commit these wrongdoings for their own personal and selfish gain.
    The organizations should encourage its employees to report such acts timely, which may safeguard the organization against any detri-mental activity and at the same time ,serve as a strong warning to those who have an intention to defraud the organization threatening its image and its stability(Vinten,2000).Effective whistle-blowing and employee loyalty to the organization is not opposite, it can promote better organization of operation and ethics. Organizations can take advantage of the positive effects of internal whistle-blowing and can use the internal sound and fair whistle-blowing system and stop unwanted tissue outside the organization's image on the disclosure, which will also contribute to the organizational stability and development. An organization effectively promotes organizational culture and environment of integrity and ethics should become the norm rather than the exception. Adopt whistle-blowing can greatly contribute to this cultural and environment.
