文獻回顧發現，只要旅館業者本身對於環保旅館及標章有足夠的知覺，就會去從事環保工作。因此，業者對於環保旅館及標章的知覺為本研究之首要問題。而在環保觀念逐漸發展且國外評定旅館業標章制度持續成熟下，業者朝向環保旅館意願為本研究第二個研究問題。澎湖縣在九十三年底針對當地之合法旅館及民宿作了一個環保旅館評鑑，此為台灣地區第一個實施的環保旅館評鑑，因此本研究以澎湖旅館業為例，探討經營者對環保旅館及標章的知覺與態度。
本研究之研究方法係以訪談法為主，問卷調查法為輔，針對澎湖縣九十三年六月底前登記之合法旅館及民宿業者作調查，共訪談九人，為提供更多之佐證，因此針對所有之合法旅館及民宿發放問卷，總計發放二十八份，回收十三份。研究結果顯示，大部分業者表示評鑑後仍有繼續執行環保工作，但在某些項目因不符合實際狀況而在執行上有困難。就業者知覺方面，其對於環保旅館及環保標章的知覺不足，尤其對標章的認識更有限。就意願部分來說，業者雖然知覺不足，但對於能幫助他們節省成本的環境管理項目，業者實行的願意相當高。
The literature review finds that if hotel managers have sufficient knowledge of green hotels and ecolabels, they will do the green job. The present study is aimed to understand the hotel managers’ perception of green hotels and ecolabels. The concept of green hotels is not new. The “Ecolabel of Green Hotel” has been existed for years in many other countries. The study is also interested to examine the willingness of hotels managers towards green hotel management, and the application of ecolabels. A “green hotel rating system” was iniciated in Penghu in 2004, which was the first evaluation program of green hotels in Taiwan. Penghu is, therefore, chosen for the survey.
The research adopted in-depth interviews, supplemented by the questionnaire. All the interviews conducted were 9, and 28 research questionnaires were mailed to hotel managers, 13 questionnaires were received. According to the survey results, most of the hotel managers still did the green jobs, but they thought some items not conform to the real conditions. Furthermore, hotel managers had limited understanding of green hotels, and little knowledge of ecolabels, but they were willing to involve in environmental management since some jobs can reduce their operating costs.
