    題名: 警政署民防防情指揮管制所離(退)職人員工作壓力與組織承諾之研
    The Study of the impact of Job Stress and Organizational Comittment on Retired/Resigned Employees of the Civil Defense Headquarters Police Agency

    摘要: 本研究係針對警政署民防防情指揮管制所近10年來多次機關組織名稱變更,及改制後成為警政署之特業幕僚單位,機關業務隨即遞增,但機關現額卻反而遞減,又逢政府再造案,在小而美政策下將面臨裁併入他機關,此所引發的工作壓力與對組織的承諾均對其離(退)職率有甚大的影響,本研究係探討近10年來(1996-2005)民管所人員因為工作壓力與組織承諾所造成的離(退)職現象。
    本研究是從1996至2005年10年間之警政署民防防情指揮管制所離(退)職人員中,分為主管、課(組)員、技士、技佐、技工(司機)工友等五類人士,各抽樣(採用非隨機抽樣之立意抽樣)3人合計15人,採質性研究之深度訪談法,分析研討綜合其離(退)職與工作壓力、組織承諾間之關聯性。
      研究結果發現,15名受訪者其離(退)職與工作壓力、組織承諾之關聯性,僅有3名受訪者與組織承諾這一變項有相關,其他均與工作壓力、組織承諾變項無關聯性。而在這與兩變項無關聯性之受訪者中,大多數(有8名)是以享有(月)退休金為其離(退)職之主因。
    然而,在作者撰寫論文尾聲時,突發現今(2006)年1至4月間欲離(退)職率急速飇高,經研討分析綜合,其主因應是該機關缺少一個願景。最後綜合上面種種資料顯示,再就本研究中受訪者所提供相關之建議,加以彙整綜合,並依據作者研究發現,提供政策與管理上的建議。
    Over the recent ten years, the Civil Defense Headquarters Police Agency was renamed a number of times, and finally become a staff unit of the Police Agency. The workload increased, yet the budget deceased. Also due to the government reinventing project, the unit was combined with other units under the downsizing policy. The situation has caused serious effects on the job stress and organizational comittment on retired/resigned employees. This study discussed the retirement/resignation of the employees over the last ten years (1996-2005) due to job stress and organizational comittment.
    This study using purposive sampling selected 3 employees from each of the five job groups, namely supervisor, clerk, technical staff (chi-tzuo), technical staff (chi-shih), and technician (driver), for a total of 15 subjects. In-depth interview for qualitative study was applied to study the relationship of job stress and organizational comittment to retirement/resignation.
    The results showed that only 3 subjects were retired/resigned due to job stress and organizational comittment, and others showed no significant relationship. Most subjects (8) retired/resigned due to entitlement to monthly pension.
    However, as this study was drawing conclusion, the retirement/resignation ratio soared from January to April in 2006. Based on analysis, the main cause for staff’s resignation is due to lack of vision of the organization. The suggestions from this study were organized to offer the Civil Defense Headquarters Police Agency for policy-making and management.
