    摘要: 從臺灣 TOD 發展的過程觀之,促進民眾步行意願以提升大眾運輸旅次之 目標,係從土地使用規劃層面著手,如提高發展密度與混合使用,尚停留在規 劃者的角度,並未考量步行者的真正需求。再者,當前國內 TOD 研究多屬實 證模型,缺乏理論基礎,亦僅停留在評估場站的規劃是否符合 TOD 理念,而如 何有效引導步行者前往搭乘大眾運輸系統,以步行者需求為規劃設計考量,欠 缺相關研究,再從過去研究觀之,研究議題僅單一探討捷運外部土地使用規劃 或捷運場站內部環境設計,而缺乏由外部環境到內部空間的整體考量。因此, 如何改變台灣既有的 TOD 規劃模式,從步行者需求為規劃目標,進而評估場站 周邊的最佳土地使用配置,繼而到探討場站內部的空間環境設計,將可塑造出 優質的步行生活環境,提升土地使用與交通運輸效率,此為本計畫探討的主要 議題。 據此,本計畫以空間型構法則為理論基礎,整合 TOD 步行設計特徵,以 分析 TOD 區場站內、外之步行環境與便捷度,進而從中探討人群的流動、群聚 與土地使用配置之關係,應用分析網絡程序法,評選影響步行意願之關鍵因子 及其權重關係,整合多目標數學規劃方法,研擬最適步行環境目標下的土地使 用配置模型;然而步行者在舒適的步行環境與適量的土地使用規劃下,將引導 更多的步行者進入捷運場站搭乘大眾運輸工具,捷運場站內部環境設計將影響 步行者的身、心健康,進而影響步行者的搭乘意願,故本計畫繼而應用階層線 性模型,探討場站內部物理特性、環境特性對步行動線、意願與民眾身心健康 之影響。最後建立出步行導向的土地使用規劃與場站內部之空間環境設計模 型,以供都市規劃與交通運輸單位能結合居民之需求,落實 TOD 中步行導向之 發展理念與場站內部空間設計,營造出友善的步行環境,建立人行導向的土地 使用與交通運輸整合規劃模式。
    If we look at the course of Taiwan's TOD (Transit Oriented Development), we'll see that the means used to enhance the capacity of public transit systems are a way of taking the land usage to influence the public's willingness of pedestrian walking, which nevertheless is still in the planning stage, but has not taken into the account what people really need on the walking. Also, currently the domestic TOD studies are mostly for the empirical model and urban design concept, lacking theoretical basis. These studies so far has remained at the assessment stage of surveying whether regional planning meets the TOD ideas and orientations. As a result, the insufficiency of empirical studies on how to fulfill the TOD performances has stuck Taiwan's TOD at opposite mans of planning by using land development to guide the public transit system. However, researches in the past focused on single topics on either the external or the internal environment This study adopts the Space Syntax as the theoretic basis and combines the TOD features to analyze the walking routes and maps inside and outside the TOD MRT stations, from where the relationship between the movement and aggregation of the crowds and the ambient environment is further examined. Methods used in this study include ANP (Analytical Network Process) which is used to find out the key impact factors on the walking willingness and the weights of the factors; MOP (Multi-Objective Programming) which is used to decide the optimal land allocation and usage under the requirement of the optimal walking routes; HLM (Hierarchical Linear Modeling) which is used to discuss the mental and physical impacts on the public and influence on the walking routes caused by the physical and environmental features inside the stations. Finally, a pedestrian walking-oriented planning model for land usage is established for the TOD land allocation and usage, and then a walking-oriented space design model for the planning of space design inside the station. The models established in this study can be taken as references by the planning institutions in the implementation of the TOD ideas and by the transportation departments for the station interior space design. Hopefully, the study results can help create a friendly public transportation environment and lead to a pedestrian walking- oriented planning model for the land usage and transportation. of MRT (Mass Rapid Transit), without an overall consideration to cover the MRT external environment all way to the internal space issues. Therefore, we need to change the current TOD pattern by taking the pedestrian walking environment as the basis to plan optimal usages of the land around MRT stations. We also need to further explore the space environment inside the station so as to shape up a better living environment for pedestrian walking and make land usage more efficient. And this is the main TOD issue Taiwan will be facing.
