    摘要: 本論文試圖以新現實主義(Neorealism)的理論觀點,輔以伊斯頓(David Easton)「政治系統論」(politcial system theory)為分析途徑,探析歐盟自《馬斯垂克條約》、經《里斯本條約》生效至2010年對中國的安全戰略,並以歐盟的中國武器禁運政策、與北京在伽利略衛星導航計畫合作,以及雙邊在非洲區域安全競逐等三個案例進行研究。

    本研究假設歐盟對中國安全戰略取向旨在追求國際間權力平衡布局,並在案例現象解釋上,以權力、利益為核心,探究歐盟對中國在安全領域之互動。本文發現國際外部環境政經變化、歐盟內部情勢發展均將牽動歐盟對中國安全決策的制定及執行成效,美國因素扮演關鍵性角色。隨著歐盟加快整合進程,更重視自身在全球扮演的角色及爭取自主處理歐洲事務,尤以911事件後,為擺脫昔日在安全層面依附美國之態勢,採多邊主義思維,進而拓展與中國關係,企圖尋求在國際間權力板塊的均勢局面。

    透過歐盟與中國在安全層面互動的案例,驗證追求權力與安全仍是國際棋局中各方行為者主要目標,面對中國加速崛起,歐盟防範與戒備心態趨增,雙邊競爭性與長期性不利因素日益突出,惟因雙方均為國際重要戰略力量,在各自強化自身實力前提下,戰略相互借重仍係雙方對外發展重要選項,以合作求安全謀求「權力平衡」係維持當前國際體系穩定重要因素。
    This thesis attempts to stand on the viewpoint of Neorealism to deeply evaluate the directions of the European Union’s (EU) security strategies in China, supplemented by David Easton’s Political System Theory as the analyzing path, starting from the Maastricht Treaty through the Lisbon Treaty, which became effective in the year 2010. Meanwhile, three major cases are offered for further studies: the EU ’s arms embargo policies in China, the cooperation programmes of Satellite Galileo with Beijing and the security competitions between EU and China in the African regions.

    In this thesis, we hypothesized that EU’s security strategy in China aims at the pursuit of the international
    balance of powers. Furthermore, illustrating the phenomena appearing in the cases, exploring the attempts, capabilities, expectations and realities displayed in the game between EU and China, ‘powers’ and ‘interests’ are definitely the cores for such discussions. On the other hand, the external environment, political and economic changes as well as the EU internal situations affect the formulation and implementation of the effectiveness in decision making for security policies in China. As the integration process for the EU speeds up, paying more attention to the role it plays in the world and striving for chances to manage European affairs on their own have become EU’s priority. To be more specific, the attacks on the 11th of September led the EU to try getting rid of the situation of attaching the United States in security aspects and to adopt multilateral thinking. Thereafter, such thinking promoted the relationship between EU and China, with attempts to seek the balancing situations among the power plates.

    Through the case of the interactions in security aspects between EU and China, it can be verified that the pursuit of power and security is still the major objective for these parties in this international game of
    chess. Facing the fact that China is rising tremendously, the EU is alert and increasing its prevention as well. This has also led to the consequence that bilateral competition and long-term adverse factors have become increasingly prominent. However, as both parties are important strategic forces worldwide, counting on each other in strategies is still an essential option under the premise of growing their powers. In other words, purchasing security through the cooperation of the ‘balance of power’ is the key element to maintain the stability of the current global systems.
