    摘要: 隨著社會多元及學校教育日趨專業分工,中輟生所衍生的社會問題已不是家庭、學校、社會福利機構或是任何一個部門所能獨立作業,同時也牽涉到國家未來人力資源與素質的問題,因此世界各國無不對於青少年的輟學問題投以高度的關切。因此,本研究將以研究者本身所服務之台北市中正暨萬華區為例,從國中中輟生之觀點探討中輟及中輟之虞學生福利需求、福利服務資源使用及滿意度調查。

    本研究採問卷調查法(總有效樣本數N=63),分析結果顯示中輟生的福利服務需求以「休閒場所」者最高,佔73.0%,「職業技能培訓」次之,佔68.3%、「休閒康樂」再次之,佔60.3%;在使用滿意度上,回答非常滿意之福利服務為「休閒場所」者最高,佔68.3%;「休閒康樂」次之,佔60.3%;「就業輔導服務」再次之,佔38.1%。中輟生對於休閒娛樂及未來就業準備需求性與運用度較高,相對的滿意性也高,但對於其他面向,如學業輔導、人身安全、及經濟補助等面向上較少知悉與使用,因此有必要進一步檢討政府提供福利服務但是卻未符合其需求或宣傳不足之問題。

    未來可藉由落實心理健康維護與課業輔導、增加並豐富休閒場所及康樂活動、強化校園輔導室功能及政府定期召開跨局處協調督導會報,並每季(學期)共同檢討並提出改進策略等措施,以落實中輟生的照顧與扶助。
    With the increase in social diversification and specialization in school education, social issues derived from school dropouts have become a serious problem that cannot be solved by families, schools, or social welfare agencies independently. The dropout problem also concerns a country’s future human resources and quality which consequently has received more and more global attention. As the researcher currently works in Zhongzheng and Wanhua Districts in Taipei City, the present study will examine welfare demands, welfare service resources utilization as well as welfare satisfaction from the perspective of junior high school dropouts in these two districts.

    The present study uses survey questionnaires with a total effective sample of 63 participants (N=63). The analysis results (in percentages) indicate that dropouts reported the highest welfare demand in the area of “leisure venues” (73.0%), followed by “vocational skill training” (68.3%) and “leisure and recreation” (60.3%). In terms of user satisfaction in welfare services, they reported that they are most satisfied with “leisure venues” (68.3%) followed by “leisure and recreation” (60.3%) and “employment counseling services” (38.1%). Based on the results, it is indicative that junior high school dropouts have higher demand in terms of leisure and recreation, and also require higher applied values in future employment preparations, which in turn resulted in relatively higher degree of satisfaction. However, they are less familiar with and show lower use of other service areas such as academic counseling and tutoring, personal safety, and financial aid. Therefore, it is necessary to further review the welfare services provided by the government which might fail to meet the needs of dropouts or lack publicity.

    In order to thoroughly implement the services and care for dropouts in the future, it is instrumental to fulfill mental health maintenance and academic counseling, enhance and enrich leisure venues and recreational activities, and strengthen the function of school Counseling Room services. In addition, the cross-department supervisor committees should meet regularly (quarterly) to coordinate, review, and suggest improvement strategies.
