現今台灣所登記立案的社區發展協會共有六千多個,但其中發展工作執行順利,得以永續發展,且列為發展典範的社區,可說是寥寥可數,絕大部分的社區卻是遭遇到了種種困難,發展工作進行不順。本論文採質化的研究方法,針對社區在推動社區發展工作時,所碰到的困境與挑戰進行分析,並以桃園縣內海社區發展協會作為研究個案。
研究發現:
一、在社區發展的工作中,「人」是最重要的資產。
二、巧婦難為無米之炊,「經費」來源穩定長久影響社區發展是否能正常運行。
三、社區權力結構與派系影響社區的發展。
本研究並提出幾個建議供其他社區日後從事社區發展工作時的參考:
一、社區應與公部門保持良好的互動關係。
二、社區建立良好的公共關係。
三、社區應建立健全的志工制度。
四、社區工作應排除個人私利與派系爭鬥。
There are more than 6000 registered community development associations in Tai-wan, but very few of them achieved success in their work and sustainability, and there-fore, became known as model development communities. Most of the communities en-countered many difficulties in their work. This study used qualitative research methods to analyze difficulties and challenges that communities may encounter in execution of community development work. Subjects were selected from the Neihai Community Development Association in Taoyuan County.
Research findings:
1. In community development work, “people” were the most important assets.
2. Funding was the key to sustainable community development.
3. Community authority structure and cliques affected community development.
This study brought up some suggestions about future community development work:
1. A community should maintain good interaction and communication with the government.
2. A community should establish good public relation.
3. A community should establish sound volunteer system.
4. A community should eradicate personal interests and conflicts between cliques.
