    Abstract: 由於全球經濟的蓬勃發展,造成的都市問題如都市蔓延(urban sprawl)、都市熱島效應,還有以汽車為發展主軸的都市路網,造成了私人運具的增加,進而造成全球暖化,所以為了解決上述的問題,世界各國專家使用了大眾運輸導向發展(Transit-orienteddevelopment,TOD)的規劃模式來解決都市交通的問題並達到節能減碳以減輕環境負荷。
    而近年來政府積極的推廣自行車運具,自行車是綠色運具的其中一環對於都市發展問題的解決,占了很大的因素,但是目前國內自行車道以河濱休閒運動休閒類型為主要,而都市內的生活通勤類型的自行車道則有待加強,而完善的都市自行車道環境可以提升民眾使用都市自行車道的意願,並且配合以TOD為主的規劃模式可以有效的串聯都市內的各種大眾運輸工具。。故本研究以完善且理性之科學方法,對都市自行車道環境之規劃與設計模式提出合理之依據,並能同時符合使用者之需求。
    本研究為了解決大眾運輸導向發展下都市自行車道環境規劃與設計的多元與複雜性。採用了因素分析(Factor Analysis)分析使用者對都市自行車道環境的需求面,並且進一步的提出模糊德爾菲專家問卷,對專家之意見進行分析,據以建立一客觀之都市自行車道規劃及設計方案模式。本研究以台北市信義計畫區都市自行車道為實證研究對象,以驗證本研究所應用之研究方法的實用性。
    As the global economy booming, causing urban problems such as urban sprawl, urban heat island effect, as well as for the development of the automobile spindle urban road network, resulting in an increase in private vehicles, which causes global warming, so in order to solve the above problem, experts around the world to use the public transport oriented development planning model to solve urban traffic problems and achieve carbon reduction to reduce the environmental load.
    In recent years the government has actively promoted bicycle transportation, green bike is shipped with one aspect of the problem for urban development, accounted for a large factor, but currently the riverside bike path to the main types of leisure sports and leisure, and urban type of living within commuting bike lanes are to be strengthened, and perfect urban bike trails urban environment can be used to enhance the public's willingness to bike paths, and in line with the TOD-based planning model can effectively within a variety of urban tandem mass transportation. . In this study, in order to improve the scientific and rational approach to urban bike paths environment planning and design patterns propose a reasonable basis, and can also meet the users' needs.
    In this study, in order to solve urban mass transit-oriented development under the Environmental Planning and Design of bike lanes diverse and complex. Analysis using factor analysis of urban bike lanes user environment, the demand side, and further proposed Fuzzy Delphi expert questionnaire, on the advice of experts to analyze the data in order to establish an objective planning and design of urban bike trails program mode. In this study, Taipei Xinyi city bike path empirical study to validate the methodology applied in this study the practicality.
