Abstract:	由於科技的進步，經濟的發達，政治民主化，公民營企業逐年竄起，國民生活水平上升，所以政府部門及企業為了滿足人們生活所需，無不竭盡心力規劃好公共設施，以因應滿足人們生活之需要。然而並非所有的公共設施都會受到全體民眾的歡迎，諸如核能電廠、焚化廠、墓地、水(火)力發電廠、機場、、、等，所產生之噪音、低(高)放射性物質、垃圾、空污、電磁波、、、等問題更深深影響鄰近民眾之生活品質與健康安全，降低財產價值，以致設置地點之居民排斥或厭惡，為了安撫居民的憂慮與情緒，並達到敦親睦鄰的目的，因此有種種回饋措施，是否運用得當？是否能為鄰近社區所能接受？達到照顧居民美意又有迎臂效果。 As technology advances, economic prosperity, political democratization, public and private enterprises spring up year after year, people's living standards rise, so government departments and enterprises in order to meet people's living needs, commitment and dedication are all planned public facilities to cater to meet people life needs. However, not all public facilities will be welcomed by the entire population, such as nuclear power plants, incinerators, cemeteries, water (thermal) power plants, airports, etc., arising from noise, low(high) radioactive substances, waste, air pollution, electromagnetic waves and other issues more deeply affect people's quality of life and neighborhood health and safety, reduce property values, so that the residents of the locations of exclusion or disgust, in order to appease the concerns of residents and emotions, and to achieve the purpose of good neighbor, so there are various feedback measures are used properly? Whether it can be acceptable for the neighboring communities? Achieve good intentions have to take care of the residents welcome the arm results.
