學校行政公務人員所處學校組織生態與行政機關公務人員不盡相同,學校行政公務人員於學校組織中,大多為基層承辦人員,在學校組織裡並無很大的決策權,但學校教育政策的落實,需要學校行政的配合,因此學校行政人員的良窳,關係學校行政運作的效能;然而囿於規定各處室組長、主任大都由校長就專任教師中聘兼之,而兼任行政主管之教師,掌握學校行政公務人員之任免、陞遷、考績、獎懲等人事權。因此,了解兼任行政教師之主管領導風格是否影響到學校行政公務人員對考績公平認知與工作滿意度,對發揮學校效能而言是相當的重要。
本研究以探討學校組織之行政公務人員對主管領導風格、考績公平認知與工作滿意度之關係。透過問卷的方式進行研究,共發出280份問卷,回收258份,回收率達92.14%,回收問卷中經檢視後,剔除填答不完整及無效問卷13份,計有效問卷共 245份,有效回收率87.5%。
本研究結果發現,主管領導風格對於考績公平認知呈現顯著正相關,考績公平認知對於工作滿意度呈現顯著正相關,主管領導風格對於工作滿意度呈現顯著正相關;考績公平認知在領導風格與工作滿意間具有中介效果。
The civil servant administrative organization and working environmental are dif-ferent between schools and government departments. At school, most of the civil serv-ants are lower-rank staff who are responsible for education program implements and do not have much power in decision making. Therefore, the personal characteristics of civil servants at school affect the efficiency of whole school administration function. However, right now, the positions of school chairmen and directors in different departments are served by school teachers concurrently but not official civil servants. The teachers are empowered of the employment, rewards, promotions and performance appraisal of all civil servants at school. Thus, it is important to know if the leadership style of these teachers would have influence on the perception of fairness of performance appraisal and job satisfaction of the civil servants at school.
In this study, we conducted a questionnaire to investigate the relationship between the leadership style of school administrative supervisors and the perception of fairness of performance appraisal and job satisfaction of the civil servants at school. Through the study, 280 questionnaires were distributed and 258 (92.14%) were returned. We further excluded 13 questionnaires due to incomplete and invalid answers, which left a total of 245 (87.5%) valid questionnaires in our study.
In conclusion, we found positive associations of leadership style and perception of fairness of performance appraisal, perception of fairness of performance appraisal and job satisfaction, and leadership style and job satisfaction. In addition, the results also showed a mediating effect of perception of fairness of performance appraisal on the relationship between leadership style and job satisfaction.
