摘要: | 近幾年來,全球氣候變遷所引發出的自然災害已對人類的生活環境造成衝擊,不僅僅是對人民的生命財產造成威脅,也連帶產生了居住環境安全的疑慮,於是因應氣候變遷的議題時,跨政府氣候變遷小組(Intergovernmental Panel on Climate Change, IPCC)提出了調適(adaptation)的觀點,利用「調適」進一步討論如何降低氣候變遷對於全球所帶來的衝擊與影響。目前針對調適的研究,全球各個領域的研究者主要是由脆弱度 (vulnerability) 與回復力 (resilience) 兩種觀念進行探討,目前研究仍以「脆弱度」為評估研究居多,大多是以自然災害(如:土砂災害)對災區所造成的衝擊進行分析,瞭解該區域對於某種特定災害的脆弱度評估,但較缺乏土地利用的生物物理(biophysical)以及周圍環境對其土地所形成的脆弱度進行空間評估。
因此,本研究將以臺北市作為研究範圍,並以土地利用的生物物理作為脆弱度概念探討之基礎,將脆弱度之評估著重於土地利用生物物理與暴露 (exposure) 和衝擊 (impact) 之間的關係,再使用模糊分析網路程序法 (Fuzzy Analytical Network Process, FANP) 、地理資訊系統 (Geographic Information System, GIS) 與土地適宜性分析 (Land Suitability Analysis, LSA) 方法,建立土地利用之暴露與衝擊的評估架構,並分析1971與2006年臺北市的土地利用生物物理與周遭環境對其形成之脆弱度,探討臺北市對於氣候變遷可能之調適策略(adaptation policy)與應用。
In recent years. The natural disasters caused impact on the living environment of human by global climate change, it’s not only a threat to the lives and property of the people, but also produced in association with the security concerns of the living environment. So about the issue of climate change, the Intergovernmental Panel on Climate Change (Intergovernmental Panel on Climate Change, IPCC) adaptation (adaptation) point of view, the use of "adaptation" to further discuss how to reduce the impact of climate change brought about by the global impact. Therefore, this study in Taipei as the scope of the study, and land use biophysical discuss the basis of the concept of vulnerability, vulnerability assessment focuses on land use biophysical exposure (exposure) and impact (impact)relationship, and then use the fuzzy analytic network process (Fuzzy Analytical network Process FANP), geographic information systems (Geographic Information System, GIS) and land suitability analysis method (Land Suitability Analysis, LSA), the establishment of land-use exposure impact assessment structure and analysis of the vulnerability of the land in Taipei in 1971 and 2006, the use of bio-physical surrounding environment of its formation, and applications to explore Taipei possible adaptation strategies for climate change (adaptation policy). |
