摘要:	本研究係以深度訪談來瞭解鯨豚生態研究人員暨賞鯨經營業者對宜蘭烏石港、花蓮港與石梯港海域的鯨豚衝擊情形，研究透過鯨豚生態研究人員與業者對賞鯨過程中，賞鯨船對鯨豚產生的正負面影響，以及賞鯨衝擊對業者帶來的影響；訪談內容主要探討賞鯨衝擊原因、衝擊內容、賞鯨活動對鯨豚造成的影響結果、賞鯨衝擊對業者帶來的影響、賞鯨衝擊對遊客帶來的影響，以及賞鯨衝擊對於政策的改變，並根據訪談結果進行資料分析。訪談時間於2013年1月進行至4月中，受訪時間大約40分鐘至110分鐘，共計13名受訪者，取樣方法以立意抽樣進行訪談，訪談過程以錄音記錄並騰逐字稿，再以歸納法找尋訪談內容中反覆出現的重要字句，以及可以解釋這現象的重要概念。研究結果發現，船隻的數量與開船方式，容易對鯨豚產生短期行為上的影響，由於賞鯨業者與鯨豚生態研究人員立場不同在某些賞鯨衝擊的看法上易不同；額外結果發現鯨豚的發現機率下降之其他原因，或許是因為大型魚具捕撈與潮水流向的關係。本研究歸納，賞鯨活動應有公權力的介入，在漁業資源方面應限制漁民捕撈的漁獲量，賞鯨業者與遊客方面應加強宣導民眾的生態保育意識，以降低對鯨豚生態的影響。 This study were going to In-depth interviews whale ecology researcher and whale watching industry operators to knew about the impact of YILAN Wushih Harbor、HUALIEN Harbor and Shihtikang territorial water by commercial whale-watching. Analysis through interviewed investigates the whale-watching boats activities come into positive effect and negative impact to whales and dolphins. Also the influence to whales watching industry operators and the policy changed make by whale impact. In-depth interviews was start at 2013 February to April there had 13 respondents each around 40min to 110min. In purposive sampling interviews it needs to take sound recording write transcripts find out the related concept of this phenomenon. The results showed that the number of boats and sail way, easy to produce short-term behavior of whales and dolphins on the effects due to whale watching industry cetacean ecology researchers with different positions in some whale watching and easy on the impact of different views. In recent years the probability to find whale-infested was reduce. The operators think it caused by fisheries and the flow of seawater tend. Summary, government should regulated commercial whale-watching and limit fishermen over fishing also raise public awareness of whale conversation so it can maintained whale ecology balance.
