    題名: 新北市土城區休閒步道資源研究 ─以5-OD為規劃原則

    摘要: 臺北縣於2010年12月25日改制為直轄市並定名為「新北市」。土城區雖然是新北市29區中人口密度第6高的區,但是在城鄉發展的排序上顯然不如三峽區、淡水區、鶯歌區、深坑區等。因此,本研究試以新北市城鄉發展預設的5-OD原則來研究土城區的休閒步道資源 : 1. 以大眾運輸為導向(TOD, Transit Oriented Development);2. 以人行徒步區的規劃為導向(POD, Pedestrian Oriented Development);3. 以歷史文化為導向(COD, Culture Oriented Development);4. 以綠地公園為導向(GOD, Green Oriented Development);5. 以水資源為導向(WOD, Water Oriented Development)。
    依此原則分析,土城區既有國道3號、台北捷運及公車等大眾運輸交通系統;在市區與山區又有各類型步道;歷史文化方面,有歷史遺址、寺廟等;綠地及自然公園方面,有相當多的賞樹路線;以水資源而言,有大漢溪等休閒資源潛力。
    因此,本研究規劃出四條符合5-OD導向的休閒步道,適合全年的利用:1. 市中心區休閒步道(中正路至忠義路):以文藝活動、寺廟和教堂等人文資源為主,珍貴老樹、公園綠地為輔助。2. 桐花區休閒步道(承天路至南天母路):以桐花林(4、5月桐花節)步道、賞螢活動及寺廟參訪為主,珍貴老樹、公園綠地為輔助。3. 清水區休閒步道(青雲路至石門路):以水體景觀(山中湖、冷水坑溪、石門溪)、老樹、登山步道及寺廟文化為主。4. 頂埔區休閒步道(龍泉路至中央路四段):以登山步道、河濱公園、產業活動(採茶活動)為主,寺廟文化、珍貴老樹為輔。
    分析305位遊客與居民的問卷後,得知他們對四條休閒步道滿意度的排序是 : 「桐花區休閒步道」第一、其次是「清水區休閒步道」、「市中心區休閒步道」及「頂埔區休閒步道」。但是在比較各步道的主要景觀資源,以及居民與遊客對於四條休閒步道區在5-OD原則上的價值的看法時, 我們看到每條休閒步道除了有自己特色之外,同時具有互補的功能。
    On December 25, 2010 Taipei County was raised in her administrative status and was renamed to be New Taipei City. Her Tucheng District ranks No.7 in population density among the 29 districts of the new Municipality, but lags behind Sanxia, Tamsui, Yingge, Shenkeng in development. This study first reviews the 5-OD principles in order to study the development situation and potentials in Tucheng District: 1. TOD, Transit Oriented Development; 2. POD, Pedestrian Oriented Development; 3. COD, Culture Oriented Development; 4. GOD, Green Oriented Development; 5. WOD, Water Oriented Development.
    Accordance with the 5-OD principles analyzing Tucheng district : There are adequate National Highway no. 3, Taipei MRT and bus system. Various hiking trails exist in both built-up areas and hills. Historical sites and temples spread. A considerable number of old trees and tours routes. Ecological resources are rich along Tahan River. All of them amount to a blue and green system full of potential for recreational development.
    This study then focus on planning of four recreational trails:
    1. From Zhongzheng Road of downtown to Zhongyi Road, linking government buildings, temples, and cultural landscape, and run alongside with aged trees .
    2. From central and southern sections of Chengtian Road to Nantianmu Road, for appreciating blossom of Tung flowers in Spring, supplemented by temples and old trees. 3. From Qingyun Road to Shimen Road in the eastern area, abutted by rare trees, in addition to traditional houses and temples. 4. From Western Section of Zhongyang Road to Longquan road, for visiting temples and old trees.
    Analysis 305 questionnaires of the tourists and residents, and acquire that their satisfaction to these four recreational trails are: " Aegiceras Area recreational trails" first, followed by " Chin-swei recreational trails ", "downtown recreational trails" and "Ding-pu area recreational trails." However, in comparing the main trail landscape resources, as well as residents and visitors for four recreational trails area in 5OD views on the value, we see that each has its own characteristics, but also has a complementary function.
