    摘要: 透過電子化政府及資訊通訊科技的不斷更新,資訊科技能夠迅速整合各機關,達到共同治理的成效。以至於人事行政方面也隨著資訊科技的時代潮流下,由傳統的人事管理轉變為人力資源管理,再由數位電子化,形成現今的人力資源資訊系統,因應21世紀的網際網路時代(Web2.0)及配合「策略性人力資源管理」推動,人事行政總處陸續開發開放式的系統,如2001年的Pemis2K至2009年的WebHR。
    由於WebHR正處於實施推動計畫,在國內少學者作為研究題材,故本研究希望能了解政府組織導入人力資源資訊系統後的應用效益、人力資源資訊系統對人力資源業務的影響、不同機關屬性之人事人員使用人力資源資訊系統之間的差異和人事人員的資訊素養與科技使用度對於使用人力資源資訊系統應用效益是否會影響。
    本研究實施問卷調查法,以桃園縣政府各機關人事人員為研究對象,利用SPSS統計軟體進行各項統計分析,希冀得到研究結果能夠了解政府導入人力資源資訊系統之應用效益、不同機關屬性之人事人員使用人力資源資訊系統之間的差異及了解資訊素養、科技使用度及人力資源資訊系統應用效益之間的影響關聯性。
      研究結果發現,桃園縣人事人員對於系統的認知有用程度頗高,科技使用度表現良好,顯示人事人員能同意並使用系統,且在作業功能效益有較高的同意程度,只在系統穩定度及系統的設備尚未完善,故是WebHR需改進的地方。而經結果證實,人事人員之資訊素養透過科技使用度可影響人事人員使用系統之應用效益的主要因素,而桃園縣政府人事處及人事行政局若能接納建議並加以改善,相信人事人員使用系統後之應用效益能更為提升。因此,本研究將研究結果予以分析探究其所帶來的意涵,並為日後人事行政局在推廣本系統或其他資訊系統時之重要參考。
    Through e-government and information communication technology constantly updated, information technology to quickly integrate the organs, to achieve a common governance effectiveness. That personnel administration of information technology along with the trend of our shed, from the traditional personnel management into human resources management, and then by digital electronics, the formation of today's human resources information system, in response to the 21st century Internet era (Web2.0) and with the "strategic human Resources management" to promote, Chief Executive Office of Personnel Mainland continued development of open systems, such as the Pemis2K(2001) toWebHR(2009).
    As WebHR promotion plan is in the implementation, as a research scholar in the country less subject, this study hopes to understand the import of human resources-governmental organization after the effectiveness of the application information system, human resource information system for human resources business impact properties of the different organs use of human resources personnel staff the difference between information systems and personnel staff information literacy and the technology acceptance degree information system for the use of human resources will affect the effectiveness of the application.
    This study carried out questionnaire,and the subjects are the personnel staff in Taoyuan county government, using SPSS statistical software of various statistical analysis, results of this study hope to understand the government introduced the application of human resource information system effectiveness, the personnel of different organs property staff use of human resource information systems and understanding the differences between information literacy, technology acceptance and human resources information systems degree of effectiveness of the application of correlation between.
    The results shows that personnel staff in Taoyuan County awareness of the usefulness of the system is high, technology acceptance degree good performance, display personnel staff can agree and use the system, and the effectiveness of job functions in a higher level of agreement, only on the stability of the system and equipment is not perfect, it is WebHR areas for improvement. And by the results confirmed that the personnel staff information literacy through technology acceptance can affect the application benefit of system of the personnel who use the system efficiency of the main factors, if Taoyuan County Government Personnel Office and the Central Personnel Administration accepted the proposal and make improvements ,we believe that the personnel who use the system can be further enhanced the effectiveness of the application.Therefore, the results of this research will be analyzed to explore its future implications for the future in the promotion of the Central Personnel Administration system or other systems is an important reference.
