本研究以「台灣行政區劃調整之研究-都市區域概念之應用」為題,冀望創新以城市治理視角進行台灣行政區域劃分指標之一,以達到提升競爭力之目的。本研究撰寫邏輯依以下順序:都市區域劃分與一地之經濟社會發展息息相關,而台灣係採取不均衡發展模式,亦即由成長極都市帶動非成長極都市之發展。故,本研究區分為縣市層級與鄉鎮市區層級,首先依據指標定位出成長極都市後;第二步須說明成長極都市與非成長極都市間具備引力關係,本研究係以人流為研究對象,縣市層級觀察於2010年12月至2012年2月戶籍之遷入與遷出,而鄉鎮市區層級觀察2000年居住地與工作或就學地間之不同通勤人流,並依據引力模式進行影響變數之觀察;在第一步找出成長極都市與第二步說明成長極都市與非成長極都市間具備人流領域之引力關係後,第三步乃依據不同成長極都市數目之「雙極」、「三極」、「五極」、「六極」、「新三極」與「區域新三極」六模型依據「綜合城市治理指標」進行都市區域劃分之SWOT分析。本研究認為都市區劃此一機動調整機制可展現台灣最佳競爭優勢,於2010年12月25日改制之五都或未來之六極皆為階段性之行政區劃過渡,而「區域新三極」為未來台灣都市區域劃分之努力方向,如此方能轉型擠身世界大都會區之行列。
This dissertation is entitled as “The Study on Adaptation for Administrative Division in Taiwan: The Conceptation of Urban Area”, which attempts to apply an innovative urban governance perspective to design Taiwan’s Urban Region division to reach the goal of competitiveness. First, administrative division is highly connected to a place’s economic and social development. Taiwan adopts a disequilibrium development model which means growth pole city leads non-growth pole city. Thus, a county level and a township level are divided and indicators are applied to distinguish whether being growth pole city or non-growth pole city. Second, a gravity connection exists between growth pole city and non-growth pole city and the area of people flow is the research subject. In terms of permanent residence, moving in and moving out since Dec. 2010 to Feb. 2012 is observed in the county level while in terms of population commuting between current residence and working/studying places is observed in the township level in 2000. A gravity model is applied and tested by influencing variables. Third, depending on the amounts of growth pole cities, a so called “comprehensive urban governance indicator ” is used to analyze six models by using SWOT: two growth poles, three growth poles, five growth poles, six growth poles, new three growth poles, and regional new three growth poles. This dissertation considers that a flexible administrative division mechanism is able to display Taiwan’s competitive advantages. No matter five growth poles, which starts at Dec. 25th, 2010, or the future six growth poles, are both temporary design. The regional new three growth poles design fits into Taiwan Urban Region division’s future direction and assists being one of the metropolitan cities.
