    摘要: 近年來化工廠意外事故頻傳,業者對於意外事故的預防以及事後應變與復原的需求相對增加許 多,因化工廠内牽涉到的化學物質種類繁多,因此在事先預防階段能夠針對廠内的區域、人力、化 學物質、組織以及支援單位依照火災、爆炸、化學物質洩漏、地震、停電以及其他災害能夠事先規 劃並且建置在緊急應變資訊平台内,對於化工廠的應變處理會有很大的幫助。本計畫主要目的在提 供計畫配合廠商在建置平台時所需的技術與資訊。 首先在廠區應變資料庫中,提供對於化工廠内化學物質、應變器材設備、應變組織、人力需求、 支援單位等資料規劃;其次協助將火災模擬、煙流模擬、人員逃生模擬、Dow火災爆炸指數等資料 擷取出有用的資訊匯入資料庫中進行應用;再來將灰模式、模糊模式等概念導入協助進行決策機制 的建立;最後結合電子地圖、演練腳本建置、資料關聯的建立等工作將上述所建立的資訊能夠依照 事件類別與區域位置的不同有系統的呈現給指揮官,協助其下達正確的戰術與戰略。透過本計畫的 研究成果結合後續配合廠商的推廣必能提升國内化工廠的安全水準。
    Recent years saw many industrial accidents in chemical engineering plants, which leads to the necessity of the prevention of accidents and recovery operations in case such disasters occur. Various causes are involved in the chemical operation, and therefore the emergency reponse platform, which encompasses nearly every aspect—from the plant (location, employees, chemicals, organization, and relief units) to causes of accident (fire, explosion, leaking, earthquake, and blackout) of the operation—concerning an accident, will be of great help in coping with accidents. The main purpose of this project is to set up a standard of technology and information in building such a platform. Several steps are essential for setting up the platform. In the very beginning, a database must be organized to include various parameters, such as chemicals, equipment, organization, related workers, and backup units. The next step is to retrieve crucial data from simulation tests—fire simulation, smoke flow simulation, evacuation simulation, Dow fire and explosion index, to name a few—and integrate them into the database. In turn, the decision mechanism is built with the notion of grey model and fuzzy logic model. Finally, combining digital map, scenarior, and the database, we will have a comprehensive system that can facilitate the director of the salvage team to reach urgent and correct decisions. The project, to be sure, can elevate the safety of chemical plants to a new high.
