對於中國區域的發展脈絡，相當多的學者已然透過政治，經濟或社會等不同的角度提出許多的結果詮釋，較少關注所謂的在地思維或是文化根着性的影響力。Instone 在論述其對澳洲北部區域(landscape)特色進行研究時，曾反思自身在如此環境行動中所可能產生的意義，並且質問自己意識與實際行為及其所觀察環境之間的關係。其認為針對觀照對象所產生的思維意念與其所實際展現出的實存現象之間，有時會出現衝突感，原因在於，個人面對實體所賦予的意義，會受到其文化思維框架的左右，意識會決定客體存在的概念，進而產生實際與想像之間的落差與鴻溝。其中，文化性對於地景的再造與空間所展現的物質性(或可稱之為區位)，具有同等的重要性。因此本文嘗試透過地域思維的角度來看待此現象，畢竟中國是一個相當重視意識型態構建的政體，任何對國家發展具有強烈影響的戰略，都必須先經過意識形態的考驗與型塑，方能成就實踐的可能性。如果將地域思維視為一種意識形態，則其對於地方政府相關政策的影響力也是不可小覷。職此，本文企圖藉由探討以下的問題，來探討地域思惟是否可作為理解山東省對於吸引外資整體策略上的重要影響因素：(一) 長期以來，山東省各地方政府在制定招商引資的政策上，是否受到所謂的地域思維的影響；(二) 跟中國其他省份相比，山東省是否具有獨特性；(三) 山東省對自身經濟發展的思想根源，及其因而反映之政策作為為何。
There are so many academic discussions on the regional development in China, but less attention on the influence of cultural concept. While researching and interpreting the characters of landscape in Northern Australia, Instone has considered reflected the possible meaning of self among the environment, and questioned the relationship between the conscious along with actual activities and the environment which is being observed. The sense of conflict between what people think about the object and the actual reality always occurs. The reason is because the meaning of the object which is given by the individual will be influenced by the frame of cultural thought. The concept of existing object is determined by the conscious, and it leads to the difference and gap between reality and imagination. Furthermore, both the culture in regard to the reconstruction of landscape and the material essence (can be called location as well) related to the space are equal important. This article attempts to observe the transformation of the relationship between government and foreign capital enterprise from the geographical culture. It is because China, being a political entity, highlights the construction of ideology. Any kind of strategy which is able to influence the national development strongly is only allowed to be implemented after the examination and shape of ideology. Whenever the geographical thinking is regarded as an ideology, its influence onto the related policies of local government is not to be neglected. Thus, this article will investigate whether geographical thinking can be understood as an important factor which will influence the strategy of attracting foreign capital in Shandong by means of examining the following issues. The first, the source of ideology of Shandong province towards its economic development, and its policies as a reflective response. The second, whether Shandong is indeed unique in comparison with other provinces. The third, whether the local government in Shandong has been influenced by the so-called geographical culture while formulating the policies of attracting foreign capital for a long time.
