    Abstract: 針對台中市就業市場變化有所因應,並據以研提相關對策。以灰色理論經濟模型之構建,進行連動及衝擊效果之研判,計畫目的如下: (一) 建構台中市總體經濟失業率灰色理論模型,探討經貿變動及景氣循環之失業衝擊分析。 (二) 建構台中市勞動供需趨勢分析模型 (三) 上述二模型之參考修正與研判 (四) 政策參數之評定與模擬。 (五) 提出在台中市可採行之產業政策下,可能之勞動市場影響效果 (六) 提出在國家區域計畫中,台中市可能之勞動市場變動預測 (七) 針對台中市青年及中高齡之就業問題提出因應對策。
    This research analyze the unemployment problem in Taichung. It applies the gray system theory in the cross relation studies among regional labor demand, industrial structure, economic cycles and regional population growth. The main purpose of the study is to provide administrative suggestions for the municipal government in designing his labor policies.
