Due to the change of social structures, abnormal and incomplete families, such as domestic violence, broken families, single parent families, increase day by day. Hence the demand of foster families is also growing out of the above-mentioned social phenomenon. Therefore, the existing system of foster families needs to be modified to fulfill these new requirements.
The current foster family system in Taiwan is mostly referred to Western literature. Therefore, to analysis and compare with the world's superpower, the United States, might not only learn from their laws and experiences, but also be helpful for reforming Taiwan's foster family system.
In this study, data collection is based on document analysis, and using comparative analysis for data analysis. First, summarize the 11 benchmarks, and compare the relevant theories with family foster care systems of five European and American countries. Afterward compare the summarize benchmarks, Taiwan foster care system and the United States’ one another. The last step is to make recommendations in accordance with results of the comparison for future development and reformation of Taiwan's foster family system.
In this study, there are two main expected results as below:
1. To provide the reference on foster family’s system research.
2. To provide the reference on reforming the law of foster family in Taiwan.
