    Title: 臺灣大專校院資訊部門調查及關鍵資訊議題之研究

    Abstract: 本研究旨在針對目前全臺灣高等教育校院及其資訊部門現況進行調查,並參考美國EDUCAUSE調查針對全臺灣高等教育校院進行十大資訊議題調查及比較。另外本研究並透過德菲法專家問卷調查針對目前國內資訊產業及高等教育校院的現況確立資訊議題調查之議題項目。
    本研究所實施之全國性問卷調查結果回收有效問卷樣本數為107份(線上填卷58份,紙本填寫49份),回收率約為64.45%。調查結果除了完成高等教育校院及其資訊部門最高主管的現況調查之外,並經由統計結果得到目前高等教育校院資訊部門的十大關鍵資訊議題,這十大關鍵資訊議題依序為:(1)策略規畫;(2)資訊安全;(3)經費預算的規畫;(4)治理、組織及領導統馭;(5)資訊部門的敏捷性/適應力/反應力;(6)基礎設施/網路基礎設施;(7)校務行政系統管理與資源規畫;(8)IT發展與專案管理;(9)災害復原/營運持續;(10)資訊服務流程。
    The study aimed to investigate the current development of Taiwan’s higher education institutions and their Information Technology (IT) departments, and to conduct a comprehensive survey on top-ten IT issues according to the EDUCAUSE scheme. The Delphi survey method was adopted in the study to determine potential IT issues for survey based on the current conditions of the domestic IT industry and higher education institution.
    The survey participants involved the directors of the IT department of all the institutions of Taiwan. Eliminating invalid samples, 107 valid empirical data were thus obtained, including 49 hard copies(paper) and 58 electronic responses(hotlink). The response rate was 64.45%. Through the survey and in-depth analysis top-ten key IT issues for Taiwan’s higher education institutions were further identified as the following ranking: (1)Strategic Planning; (2) Information Security; (3) Funding IT; (4) Governance, Organization and Leadership; (5) Agility/Adaptability/Responsiveness; (6) Infrastructure/Cyberinfrastructure; (7) Administrative/ERP Information Systems; (8) Project Management of IT Development; (9) Disaster Recovery/Business Continuity; (10) Service Delivery Models.
