Abstract:	2002年台灣加入WTO之後經貿關係將由原來的雙邊轉化為多邊關係，且可立即享受GATT/WTO 之優惠待遇，前提必須逐步履行降低關稅與減少非關稅限制等承諾。在這之際，產業結構與貿易型態的調整勢必會影響勞動市場的改變。本文將利用行政院主計總處1996-2007年台灣受僱員工薪資調查之各年資料，來估計台灣加入WTO前後對製造業19個2分位產業之勞動需求彈性、薪資及工時是否有影響。根據本文實證結果顯示，19個被估計的產業中，高薪資皆屬於資本及技術密集產業，因隨著產業的升級與發展，對於高技術勞工的需求增加，促使薪資處於較高水平狀態。而低薪資皆為勞動密集產業，如：紡織業、皮革毛皮及其製品製造業等。因我國加入WTO，為了因應自由貿易對國內產品遭受低廉進口品之威脅，需要抑制絕大多數勞工的工資，來降低產品價格，以抵消其劣勢，再加上外籍勞工的引進，使大多低技術之外籍勞工漸漸地取代我國低技術勞工，導致國內同級勞動力或替代性的勞動力薪資報酬降低。另外，勞動密集產業生產過程中需要大多勞動力來生產，相對地工時也會比資本及技術密集產業來的多。我國加入WTO勞動需求彈性介於-0.1243至-0.2671，與尚未加入WTO相比有明顯地上升趨勢，其以勞動密集產業彈性變化最大，尤其是紡織業為最。勞動需求彈性值較小的則為資本及技術密集產業，如：石油及煤製品製造業、化學材料製造業及電子零組件及電力設備等製造業等。本文結論雖然顯示我國加入WTO對製造業帶來相當程度的衝擊；但另一方面，我國加入WTO於自由貿易環境競爭之下，對於製造業的技術進步等方面具有其正面效果。關鍵字：WTO、勞動需求、工資彈性、工時、薪資 The purpose of this study is to examine how the accession to the WTO affects Taiwan’s labor market. The data are taken from 1996-2007 Employee’s Salary Survey of the DGBA （Directorate-General of Budget, Accounting and Statistics）. Each year’s wage elasticity of labor demand is estimated for the 2-digit industry. The empirical results show that the accession to the WTO tend to raise the wage elasticity of labor demand, especially for the labor-intensive industries.
