摘要:	陽明山國家公園是大台北地區大眾放鬆身心的好去處，可是觀光發展的背後卻隱含著環境資源的衝擊。本研究參考相關文獻並進行陽明山國家公園實際訪查，建構緩解觀光對陽明山國家公園資源衝擊之指標。而後利用模糊德爾菲法進行兩回合問卷，整合專家意見對緩解指標進行評估，經篩選後進行評等，利用K-W檢定觀察專家間共識是否分岐，發現重要性極強之指標約佔本份問卷三分之一，其中核心指標皆列入，表示本研究非常切入陽明山國家公園資源永續發展的問題核心。而後將經專家評等之指標製成遊客問卷，當遊客問卷回收完後，依循專家問卷篩選評等方式，將專家認同極為重要的指標與遊客所認同極為重要的指標，設為S指標，表示專家與遊客皆認為重要之指標項目。一共得出20項S級指標，包含2項核心指標及18項細部指標，其中專家與遊客皆對核心指標「4推展生態旅遊」、「5資源保育與監測」與其指標細項，擁有較高評分。而「2遊客人數限制」此核心指標與其細項並不受專家與遊客認同。而「1.遊客認知教育」、「3觀光產業管理」，在核心指標與指標細項發現，遊客對核心指標認同程度低於細部指標，專家則是相反。上述結果可供政府管理單位參考。 Yangmingshan National Park is a good recreational place for residents in Taipei Metropolis. Development of tourism often brings the impacts on environmental resources. This paper is aimed to construct indicators to alleviate the tourism impacts on Yangmingshan National Park. Refering to the relevant literature and actual visits to Yangmingshan National Park, five core indicators and several subordinates are setup, corresponding to the issues of tourism in this National Park. Fuzzy Delphi method is used to conduct two rounds of expert questionnaires. K-W test has evidenced high consensus among experts. About one-third of the indicator questions in the questionnaire is discovered with strong importance, and the five core indicators are all included. This studys sheds insight on the issues of sustainable resources development of Yangmingshan National Park. The questions, ranked as very important indicators are denoted as S (significance) index. A total of 20 questions are listed in the S index, including 2 core indicators and 18 subordinate indicators. Both experts and tourists impose high important weight on the core indicators "to promote eco-tourism" and "to monitor resource conservation". Relevant policy implications can be made by this evaluation of the core and subordinate indicators from experts and tourists.
