摘要: | 社會福利基金會的經營管理不能靠利潤動機的驅使,而要靠使命的凝聚與引導,經由能反映社會需要使命,以獲得各方面的擁護群眾的支持,而社會福利基金會需大量的志工熱誠奉獻,亦即在使命的召喚之下,如何有效地運用人力資源與管理組織,成為管理者必須首先克服的問題;人力資源管理是為達組織目標所持特定型態的決策與行動,目的在建立競爭優勢,以人力資源的角度,在今日高度競爭及全球化的市場,想藉由低成本或差異文化來維持競爭優勢,必須非常強調高度承諾與可勝任的生產力,愈來愈多的組織視人力資源為競爭優勢的來源,認為組織的核心能力是經由組織成員技術、特別的組織文化及管理過程等系統策略而來,組織整體的競爭優勢,來自高品質的組織成員,使組織能在快速回應、服務品質與需要和其他組織競爭。
策略管理是著重社會福利基金會在其獨特的社經環境中,所運用不同的方法、工具與策略來達成其使命與目標,由於「人」是社會福利基金會成功運作的主要關鍵,使命是影響社會福利基金會志工工作行為的核心,然而,志工並非是一群具有相同動機和管理需求的同質性團體,因此對其甄員與參與網絡、激勵管道、指導或訓練志工、的管理核心議題為何,攸關志願組織的存續與志工人力的發揮。
Unlike profitable organizations, the management of the social welfare foundations cannot be driven by the motivation of profit. On the con-trast, it can only rely on the motivation of mission that reflects the needs of community to unite and guide the volunteers. Through to this mission, it gets the support from the masses of all aspects of support. Social Welfare Foundations require a lot of volunteer dedication that is under the call of Duty. How to manage human resources in the or-ganization effectively, the managers must overcome the problem. A particular type of decisions and actions that is up to the objectives of the organization holds human Resource Management, which aims to build competitive advantages to the human resources point of view. In today's highly competitive and globalized market, a foundation wants to maintain a competitive advantage through low cost or culture dis-crimination must be emphasis greatly on the productivity of a high degree of commitment and competence. An increasing number of foundations regards the human resources as a source of competitive advantage, a core competency, and organization's systems strategy through the members of technologies, in particular, organizational culture and management processes from the organization's overall competitive advantage, and members of the organization from the high-quality, so that organizations can respond quickly to quality of service needs and other organizations compete.
Strategic Management of social welfare foundations focuses on its unique social and economic environment, the use of different methods, and tools and strategies to achieve its mission and objectives. "Hu-man" is the key to the successful operation of a foundation. The mis-sion is to impact behavior and attitude of the core volunteers of the social welfare foundations, however, the volunteer is not a group with the same motivation and needs of management. What are the core is-sues of its network of recruiting and participating in, approach of en-couragement, and training in volunteer management is relevant to voluntary organizations continued existence and effect use of volun-teer manpower. |
