    Title: 臺灣地區志工時間銀行整合之研究

    Abstract: 近年來政府大力推動「志願服務」,希望藉由志願服務組織的力量來彌補政府的不足。志願人員在非營利組織中更是重要資源之一,志願服務的興起亦已隨著社會福利多元化與市民社會意識成型的腳步到來,使得『做志工』成為一股最『夯』的風潮。
    臺灣由於高齡化社會所引發老人長期照顧人力需求問題,促使志工時間銀行制度因運而生。志工時間銀行在國外已有30年的發展歷史,在台灣由弘道基金會率先推行也有10多年了,但是一直無法全面的推廣實行,有些國人甚至對時間銀行這個名詞都沒聽過,且針對時間銀行作為研究議題的國內文獻也極缺乏;因此針對臺灣地區志工時間銀行整合的建構,是個值得深入研究及推動的議題。
    本研究採一般性訪談導引法、問卷調查法,蒐集國外其它國家施行模式、制度及相關文獻,並對國內公部門及民間非營利組織機構近年來施行志工銀行的制度和辦法,做資料的搜集整理,整合志工管理者及主要實施志工時間銀行推動者的意見。在資料分析部分,則運用歸納性分析方式,闡述研究者之相關發現。
    ※本研究目的即為:
    1.了解志工時間銀行的實質內涵及運作方式。
    2.了解國內志工時間銀行施行整合之需求及困境。
    ※研究結果及建議:
    1.期對臺灣區志工時間銀行初步整合提出可行性建議方案。
    2.試擬對建構臺灣區志工時間銀行資訊整合運作平台,提供可行
    性的需求及建議。
    3.冀期此研究能讓更多非營利機構及公部門的關注,誘發更多大
    眾投入參與志工時間銀行。


    In recent years, Government is actively promoting "voluntary service", Hoping that through the power of volunteer service organizations to make up deficien-cies. Volunteers in the non-profit organization is one of important resources, the rise of volunteering has been a wide range of social welfare with social awareness with the public step of forming the arrival, the "do volunteer," become a most "ram" the wave .
    Taiwan is an aging society caused by long-term care manpower needs of the elderly, to promote volunteer time banking system due to transport and health. Volunteer time banks in foreign countries for over 30 years of development history in Taiwan by The Hondao Foundation has launched the first 10 years, but has been unable to fully pro-mote the implementation of, and some people even never heard the term time, banking, and time as a research topic for the domestic banks is also a serious shortage of
    literature; so volunteer time for bank consolidation in Taiwan's construction, is worthy of further study and promotion issues.
    This study used a general interview guide, questionnaire survey method to collect foreign models implemented in other countries, systems and related literature, and the domestic public sector and private non-profit volunteer organization in recent years, the implementation of banking systems and methods for data collection and collation, inte-gration managers and volunteers to implement the main promoter of volunteer time bank views. In the data analysis section, the use of inductive analysis approach, researchers described the relevant findings.
    ※ Research purposes is:
    (1) understand the substance of volunteer time banks and mode of operation.
    (2) understanding of the domestic implementation of the integration of volunteer
    time banking needs and difficulties.

    ※ Findings and recommendations:
    (1) period of the volunteer time Bank of Taiwan made the initial integration of the
    feasibility of proposals.
    (2) test the proposed construction of Taiwan volunteer time banks operating plat-
    form for information integration, provide a viable Requirements and recom-mendations of the framework.
    (3) expect this study to allow more non-profit organizations and pubic sector con-cerns,can induce more people to involved in investment in the volunteer time Bank.
