綜合文獻分析、自我觀察與深度訪談的研究結果,共有NPO社團參與選舉是實踐公民社會的路徑、社團與市議員的互動模式認知表現具一致性、社團決定支持候選人考量因素與市議員認知具差異性、社團與市議員對社團在選舉中角色功能略具差異性、社團在選舉中的角色功能與自評貢獻度頗具一致性、婦女社團在選舉中能量表現備受肯定等六大研究發現。根據上述研究發現,本研究對參選人的社團互動模式建議、對NPO社團的資源運作模式、對公部門的行政與立法建議等三大構面提出建議,並建立社團與市議員最佳互動模式圖與對NPO社團的資源運作模式建議圖,試圖尋找NPO社團在地方選舉角色功能策進之道。
This research originated from my interactive experience with associations as a councilor of the Taipei County and will be based mainly on the mode to utilize associations to assist in my personal participation of the first city councilor election after Taipei County was promoted to become the New Taipei City. In the meantime, this research will also be supported by my personal observation during my assumption as an election headquarter director in Banqiao District of the New Taipei City for the KMT nominated presidential and vice presidential candidates of Mr. Ma, Yin-Jiu ad Mr. Wu, Dun-Yi during the 13th Presidential Election. This research combines professional study with field practice experience in a hope to present the depth and width of roles that NPO associations played in a local election.
This study first explores NPO association related documents in an attempt to go from there on the basis of previous academic research. It then analyzes election scenarios in our country, summarizes evolution of this country's election history, makes comments on the relationship between local election and civil society and presents case analysis on NPO association's participation in our country's election. Lastly, this study comments on the relationship between Banqiao District election and NPO associations using illustrations of electoral environment and status in Banqiao District of New Taipei City, introduction on NPO in Banqiao District of New Taipei City and associations' roles and functions in Banqiao District election.
Based on research result from document analysis, self-observation and in-depth interview, there a total of six major research findings of: NPO association's participation in an election is the way to fulfill a civil society; there is a consistency on the interactive mode between associations and city councilors; there is a discrepancy between associations' consideration to support candidates and city councilors' recognition; there is a slight discrepancy between associations' roles in an election and the ones for city councilors; there is a consistency between associations' roles in an election and their self-evaluated contribution; women associations' performance energy in an election is highly affirmed. According to these findings, this research presents recommendations on the major three fields of: interactive mode between candidates and associations, NPO associations' resource utilization mode and suggestions over public sector's administration and legislation. This research also establishes the best interactive mode chart between associations and city councilors as well as a recommendation chart over NPO associations' resource utilization in an attempt to find a way to enhance NPO associations' roles in a local election.
