    Title: 非營利組織對資優教育之研究- 英國、美國、日本與台灣之比較分析

    Abstract:   資優教育在台灣實施四十多年,所面臨到的問題不少,許多學者均指出,目前資優教育的問題在於本身無法自動調適,符合學生需求、應循社會變遷,變成只是強迫性地改變,而失去主動性,漸失去價值,最終受到淘汰的命運。普遍也認為,資優班教師感到最嚴重的問題是「缺乏統整的課程架構」,但最令人注意到的是,國中與國小資優班教師皆有「教材資源不足」、「教學設備不足」、「學生個別差異大」等問題。

      而非營利組織近年除了被稱之為公益組織,也經常被賦予「第三部門」(Third Sector)的稱謂與功能,亦即政府在許多政策尚未能發揮實質效益時,有政府失靈(Government failure)的現象產生時,他們便能適時的彌補的效能,而本研究就是期望從這樣一個角度探討,評估非營利組織在我國資優教育上有不足之時,能否發揮接續、遞補或強化的功能。
    The gifted education in Taiwan has been implemented for more than forty years is still undergoing the hardship. Many of scholars have pointed out that the current Gifted Education can not automatically adjust itself through social change to meet the needs of students. It becomes just a compulsive change and loses the initiative and value gradually. Finally, it will be fated. Generally, it is believed that the teachers of the class felt that the most serious problem is the lack of integration of the curriculum framework. However, the most noticeable problem of the gifted class is insufficient teaching resources, insufficient teaching equipment, and individual differences.

    Non-profit organizations, the Third Sector, are entitled and function as a public welfare organization. Whenever government in many policies has not been able to play a substantive role, government failure, they will be able to make up for timely performance. The study is expected to explore from this point of view, to assess the non-profit organization in the issue of gifted education deficiencies and to find out whether NPO can play a role to substitutes or strengthen the gifted education.
