摘要:	雍正帝是清朝入關後的第三位皇帝，他的聲名，榮耀於生前，更為後世所熟知。不過人們對雍正帝的認識，多起因於他大興文字獄，誅殺功臣，設立軍機處，行專制統治等事的「牽累」。因此，身歿近三個世紀之久的雍正帝，在國人長久以來對他的研究中，其孜孜不倦勤於理事的治國努力，幾乎均被民初「時代意見」所形成的價值觀，作為評價他的標準，加上不同時期眾多文本的輾轉傳寫與長時間的演變，導致了雍正帝某些刻板形象的確立，這些充滿歧義且複雜的爭議，真的就是事實嗎？本研究希冀透過雍正帝工於心計的個性以及其敢做敢為的個人特質，觀察這位清代政治史上舉足輕重的人物，在追求個人前途及國家民族發展的過程中，其性格與角色的轉變。並以長時間就其政治革新的面向檢視雍正在位時期作為，發現雍正帝在德、刑合一的面貌中，展開其懷柔與高壓交相為用而貫穿整個社會的統治手法，專制中浮現出對底層百姓的同情與關懷，以治國的角度論之，他綜核名實、整頓朝綱的魄力與卓越的統治術，對清朝的政治發展確實產生了重大影響。重新檢驗雍正帝藉由思想、才能、個性、作風及企圖心統合而出的統治術，觀察出他在清朝政治上的改革、影響及政治成就，同時建構出符合科學規律化的解釋，認識其改革中足供後人借鑒的價值所在，學習古為今用以有利當世社會發展的一些有意義的啟發與參考，這些是本研究的終極目的。 The Yongzheng Emperor is the third monarch of the Qing dynasty, whose reputation and honors he possessed are well-known to all. However, people knew the Yongzheng Emperor mostly from his negative image of implementing literary inquisition, killing meritorious courtiers, founding the Grand Council and having autarchic dominion. Passed away three hundred years ago, the Yongzheng Emperor left an unfavorable impression on people by reason of most research projects conducted with the prejudice of values arising from the contemporary opinions in the early years of the Republic of China, and such criterion of evaluation exaggerated his defects. In addition, the long-time evolution of numerous works of historical records composed in the different eras that passed through many hands have gradually created a stereotypical image of the Yongzheng Emperor as stated above. Would the truth be like that, ambiguous and disputed? This paper is intended to explore the change of the character and role of the Yongzheng Emperor, one of the decisive figures in the political history of Qing dynasty, during the process of his pursuit of individual prospects and the development of the nation and the people through observing his sophisticated personality and ruthless individual characteristics. This paper examines his long-term accomplishments in the aspect of political innovation during the reign of the Yongzheng Emperor and discovered that in the pattern of combination of morality and punishment, while the Yongzheng Emperor adopted the ruling technique of conciliatory and highhanded autarchy exercised concurrently in the society at that time, he showed his sympathy and concern for the people of the bottom layer of the society. From the viewpoint of running a country, his courage of consolidating and reorganizing court discipline and eminent art of governance had definitely a great influence on the political development of Qing dynasty. The ultimate purpose of this paper is to detect the political innovation, influence and achievements of the Yongzheng Emperor in Qing dynasty through surveying his art of governance produced from the combination of his thought, ability and talent, personality, attitude and ambition and further to construct a model that can be interpreted according to scientific regularization to help people to realize the value of the Yongzheng Emperor’s innovation and contribution to Qing dynasty and know how to employ it to serve as reference for the present.
