    摘要: 歐美先進國家在都市發展過程中,市中心區再發展分為三個階段,都市更新(Urban Renewal)、都市再發展(Urban Redevelopment)到都市再生(Urban Regeneration),早期針對窳陋住宅的重建(Reconstruction)逐漸展開,並陸續增加整建(Rehabilitation)及維護(Conservation)的觀念,而從都市再生開始,逐漸開始重視舊市中心區的風格與形式,並發展特色空間(復甦的再生)以提升成長的競爭力,至此都市再生成為舊市中心區復甦的契機。
    臺中市舊市區真正的發展要從日本人殖民統治開始啟動,1900年市區改正計劃創建了棋盤形日本人生活區,殖民統治機構,包括州廳、市役所、金融機構、圖書館、公園、自來水、寬廣道路、娛樂、商業、酒廠與糖廠等設施分別在20世紀初期在舊市區及周邊現身。最重要的當然就是台中火車站的出現。台中火車站造就了舊市區超過八十年的繁榮,也見證了舊市區將近二十年的沒落,如今台鐵高架捷運化即將完工,配合社會各界在舊市區興建捷運場站的共識,以台中火車站為核心的舊市區將有機會找到新的春天,如能找出關鍵性的改變且可以被實踐必能復甦其中區競爭力。
    本研究方法採用研究樣本蒐集與題材及直接觀察法佐以深度訪談進行分析,主要分析當地發展現況,找出當地特色資源,並了解中區在臺中市現今發展下之角色及發展定位,並檢討中區之課題所在,更透過實際訪談相關專業人士看法與建議中,得以進一步對於其都市發展歷史悠久的地區提出都市再生未來發展策略與發展方向,使得臺中市成為一兼融現代化與古老文化的都會城市,未來能達成中區再生的目標並提昇當地的競爭力,達到中區再生理念。

    A study of analyzes the status local development, to identify the local characteristics of resources, and to understand current developments in the area in Taichung under the role and development orientation, and review of the subject areas where urban development for its historic district proposed future urban regeneration development strategy and development, Taichung City to become a chief financial modernization and ancient culture, the city will be the next to reach the target in the area regeneration and improve local competitiveness, to the regeneration zone concept.
