Abstract:	產業是影響一地經濟發展的重要因素之一，而產業政策之目的即要營造健全環境、引導產業穩健發展，為經濟成長造就堅實的基礎。因此，產業政策在規劃時，必須針對個別地區的特色與資源作客觀的分析，從中找出該地區之潛力及優勢，依各地的不同需求，配合整體經濟環境，明確訂立出發展方向及目標，並順應市場機制，以自由競爭機製為主，而避免介入市場干擾。　地方產業在國家整體經濟發展扮演重要角色，更是地方經濟賴以生存之要件。綜觀國際，諸多國家均相當重視地方產業的發展，並規劃完整與前瞻性之政策作為。為使地方產業能蓬勃發展，近年來由中央政府發起多項地方特色產業推動方案，藉此活絡台灣的地方產業，促使台灣整體經濟發展。　　台灣因選舉之故，以致執政權更佚頻繁，但產業政策需要長遠持續的規劃，因此造成台灣的產業政策缺乏整體性規劃。為能促使產業政策具有延續性，本文將以客觀的角度，分析各類影響產業政策的要素，將其歸納整理以建構出能適用於本國的產業政策評估指標系統。 Industry is one of the important factors of the economic development of a region. The purpose of the industry policy is building a robust environment, leading the industry to grow steadily and to form a solid foundation for the economy growth. Hence, when the industry policy is established, an objective analysis regarding the regional feature and its resource status shall be made, from which the potential and the superiority of the region is derived. According to different requirements and the overall economy environment condition, we can set the direction and goal for the industry development accommodating the market mechanism, which is mainly referred to the free competition that without interference. The regional industry plays an important role in the domestic economy development, moreover, a necessity for a region to live on. Nowadays, many countries think highly of the regional industry development and make integrated policies with foresight. In order to prompt the regional industries, the government had developed many industrial promotion programs on regional industries, which had local characteristics. With these programs, regional industries become prosperous and contribute to the overall economy growth in Taiwan. In Taiwan, regime changes due to the election. Since the industry policy needs a long-term planning, the Taiwan industry policy has been lacked for an integral plan for a long time. For the continuity of the industry policy planning even with regime changes, we analyze all kinds of factors which have influence on the industry policy with an objective perspective, summarize and come out an indexing system which can be applied to the evaluation of industry policy in Taiwan.
