摘要:	隨著我國高齡化社會的來臨，將需要廣泛的長期照顧服務，因此最直接面臨的挑戰因應老人照顧需求。兩個面向，本研究關注財團法人長期照顧機構、私立長期照顧機構、醫院附設財團法人護理之家及獨立型護理之家於機構式服務扮演的角色和功能，特別是接受政府公費安置老人的容量面向；另一方面，本研究亦關注政府在長期照顧服務的角色從直接提供服務者轉變為服務購買者的時期及其影響。據此，本研究選定機構式服務發展相對成熟的台北市為研究場域，運用次級資料分析法，分析台北市提供之公費安置老人數據統計與提供公費安置床位機構家數，並以深度訪談與問卷調查，訪談機構主管與政府公費安置承辦相關人員，釐清長期照顧機構組織屬性與公費安置老人服務量之間的相關。期待藉由分析不同機構的組織屬性、機構服務量與入住費用等因素對機構接納公費安置老人的意願，其能對目前機構式長期照顧政策以及公費老人安置方案提出政策建議。 With the advent of an aging society, we will need an extensive long-term care service, and face the challenge of demand of elderly care. There are two respects in this current study. First, the functions and roles of foundation/private long-term care institute, nursing homes subordinate to a hospital and private nursing homes played in institutional service, especially the capacity of purchase of low income elderly services by the Taipei City; secondly, the study puts emphasis on the timeline and effect of the switched role taken by the government from a service provider to a service purchaser in long-term care service. Thereupon, the study selects Taipei as the research target, as Taipei has a relatively advanced institutional service, and employs second-level data analysis to analyze the data analysis regarding the living arrangement provided by Taipei City Government and the numbers of institutions that provide beds to accommodate elderly people. Moreover, the study adopts in-depth interviewing method to interview the supervisors and staff in charge of the purchase of low income elderly services, followed by a questionnaire survey to clarify the correlation between the characteristics of the long-term care service institution and the quantity of the government’s purchase of low income elderly. It is thus expected to offer suggestions for future policies on institutional long-term care policy and purchase of low income elderly services through an analysis of the organizational characteristics of differing institutions, the capacity of institutional service (the number of beds) and accommodation fees so as to evaluate the institution’s willingness to provide beds for low income elderly.
