Abstract:	從1980年以後，台灣經濟發展蓬勃，但也對環境造成莫大的傷害，使得環境問題層出不窮。台灣對於環境保護的重視度逐漸提高，有心參與環境信託的第三部門與政府機關，沒有一套完整的體制與先例可供參考。本研究為解決台灣對於環境信託體制之問題，研擬適用於台灣之環境信託機制，該模式以公私協力的基礎建立出適合台灣之發展模式，由公私協力之環境信託模式來使環境保育工作更容易更有效為宗旨，以監督機制完備的前提下，達成永續保育的工作，使能作為台灣環境信託未來實務上之範本。以環境信託的案例分析出環境信託運作的要素，應用信託方式經營管理的方式與以及我國環境法規體系現況以及政府組織改造後對於環境信託之影響，再利用公私協力夥伴關係之步驟分析環境信託建構要素，並且探討台灣目前的環境問題與發展環境信託的可能性，最後以專家訪談分析評估台灣環境信託應用於公私協力運作模式，建構出台灣環境信託公私協力模式機制。 1980, Taiwan's economic development boom, but also harming the environment, making the environmental issues are emerging. Environmental trust the case analysis of the elements of the operation of the it, the application trust the way business management of the way as well as our environmental legal system for the existing conditions as well as government organizations transform for the Environmental Trust of influence, re-use of public-private co-power partnership of step analysis of environmental trust construct elements, and discuss the current environmental problems and the possibility of the development of the environmental Trust, and finally interviews with experts to assess Taiwan's environmental Trust applied to public or private third mode of operation mechanism of public-private partnership model to construct Taiwan's environmental Trust.
