    摘要:   為提昇臺灣國際競爭力,桃園政府辦理「桃園航空城區域計畫」,以整合桃園國際機場周邊土地、人口、產業及交通系統等資源,提出具體發展策略及彈性指導原則,進而帶動區域產業及經濟繁榮,希望桃園國際機場成為帶領國家產業及經濟發展的核心。
      桃園航空城區域計畫,針對航空城產業及空間活動特性訂定功能分區,其中「精緻農業發展區」係因國內空運外銷的農產品,有85%是由桃園國際機場出口,且台灣位於東北亞、東南亞黃金雙航圈中心,加上桃園航空城周邊有完善的陸運交通系統,對於發展農業物流有極大地區優勢。
      精緻農業發展區之發展願景為從農村深度旅遊到農業精品之生產朝向生活產業發展,並推動「國內農產品集散中心」以及「農業生技展售園區」作為主要機能,達成產銷精緻化,進而帶動傳統產業升級,作為航空城內,此項新興產業之實踐。無論是國內的農產品集散中心或是國外農產品的轉運平台,所需的空間,以桃園航空城的地區來說,具有極大優勢。但要如何結合展售、研發、休閒、資訊、及觀光之功能,實現此新興產業的經濟成長?其航空城內農業產業會因ECFA而面臨生存挑戰,又該如何因應?
      本研究經由航空城及精緻農業相關之論文或文件等二手資料,檢視其內容描述並分析,再以SWOT分析瞭解桃園航空城精緻農業發展區本身的優勢與弱勢在哪裡及如何發揮與改進,再從外部分析中瞭解機會與威脅在哪裡及如何把握與因應,將可對其精緻農業發展區所處之內外部環境,進行檢視並提出發展策略。
      最後,根據AHP研究方法訂定其發展策略,並依照各階層之權重值排出策略的優先順序,再以順序之重要性研擬出桃園航空城精緻農業發展之短中長期發展策略,作出結論建議。
      For the upgrading of Taiwan international competitiveness, Taoyuan County Government conducted the "Taoyuan Aerotropolis regional plan" to consolidate around Taoyuan International Airport resources such as land, population, industry, and transportation systems, specific development strategies and guiding principles of flexibility, thereby driving the regional industry and economic prosperity, hope the Taoyuan International Airport to become a core leading industrial and economic development of the country.
      Taoyuan Aerotropolis regional plan, is to set features partition for aviation industry and the activities space, which "high-quality agricultural development region" Department due to domestic air export of agricultural products, has 85% is exporting by Taoyuan International Airport, and Taiwan is located at airlines center in Northeast Asia and Southeast Asia, and around Taoyuan Aerotropolis has perfect land traffic system, it is a great advantage area for developing agricultural logistics. High-quality agricultural development regional depth of vision from the rural tourism to the development of agricultural quality production towards industrial development of life, and to promote "domestic agricultural distribution center" and "agricultural biotechnology marketing park" as the main function, production and sale of high quality, which led traditional industries for upgrading, as an practice of this emerging industry of Aerotropolis. Either domestic agricultural product distribution center or trans-shipment platform for foreign agricultural products, it is a great advantages for Taoyuan Aerotropolis region. How to combine the functions of marketing, research and development, leisure, information, and sightseeing to achieve economic growth of this emerging industry is one question. And how to respond Aerotropolis within the agriculture industry will be facing survival challenge by ECFA is the other one question.
      This research through Aerotropolis and the high-quality agricultural related of papers and second-hand data, review its content description and analysis, and implicate SWOT analysis to understand how to improve the advantage, vulnerable, and opportunities of Taoyuan Aerotropolis high-quality agricultural development region, then making development strategies. At last, based on AHP to formulate on its development strategy, and in accordance with the weight values out of the strategy at priority, and by order of importance developed exquisite short, medium, and long term development strategy of agricultural development, to make the concluding and comments of high-quality agricultural development region of Taoyuan Aerotropolis.
