People should not underestimate the high frequency earthquakes in Asia such as, the “921 earthquake” in Taiwan in 2000, the “Sichuan Earthquake” in China in 2008 and the “311 Earthquake” in Japan on March this year. Besides earthquakes, the others disasters, such as fire accidents, gas explosions may also bring tremendous disasters to the high population urban city in Taiwan. In addition, because of the nowadays climate change, floods caused by abnormal precipitation and typhoon also leads to a serious financial damage to the citizens. Such as, the ”Nari typhoon” in 2000 and the “Morak typhoon” in 2009. The Taiwan government has established the disaster relatedlaw “Disaster Prevention and Protection Act” to pay more attention to the disaster prevention. However the laws are still less with specific strategies to those old buildings and surrounding areas. The disaster prevention ability in Taiwan still needs to improve.
The urban renewal in recent years is a great chance to improve the above problems. However, the related laws still focuses on the floor area incentive and much less with disaster prevention. Also, the Urban renewal related laws are still less with a complete estimate index and evaluation indicators. The study analyze to the urban renewal related laws’ problems, and using the point of “mitigation” from management of strategy on urbandisaster prevention combined withthe “reconstruction” on urban renewal to create the evaluation Indicators and using the Delphi and AHP (Analytical Hierarchy Process, AHP) methods to establish indicators’ practicability andweightrelationships, then take to Datong District in Taipei City as an example to evaluate how to improve urban renewal laws and become a model of those old building areas.
