Abstract:	近年來政府積極建立「永續發展指標」，根據統計資料監控環境變化，然而如土地利用與地貌變遷等，統計資料往往難以即時更新。因此，本研究嘗試以SPOT衛星影像探討植生地貌與鄉鎮發展統計資料之關係，以評估以遙測資料輔助永續發展指標計算的可行性。分別就北部市郊鄉鎮及中部農林鄉鎮，以兩期SPOT衛星影像分析，結果顯示以衛星影像判釋的林、綠地覆蓋率及平均NDVI值均和鄉鎮統計資料中的道路面積與人口密度資料有根高的相關。但在變遷方面，林、綠地覆蓋率及平均NDVI值之變化和鄉鎮發展統計值的變化相關性並不高。 Recently, the government has been developing "indicators of sustainable development" for monitoring environmental changes based on annual statistics. However, for land use and land cover changes, such statistics are rarely accurately updated. To explore the feasibility of using remote sensing to supplement the presentation of sustainable development indices, this study tried to use SPOT imageries to analyze the relationship between remote sensing-derived vegetation covers and township development statistics. Several suburban and agricultural townships in northern and central Taiwan were selected for study. Results show that both the vegetation cover ratio and mean NDVI derived from SPOT images were highly correlated to road density and population density statistics of townships. However, vegetation changes detected on the satellite images were not significantly correlated with the changes in statistics of township development.
