    摘要: 本研究言計劃主要是針對台北市水資源的永續發展提出建議策略。經由探討國內外水資源永續發展概況,國內水資源政策,並參酌美國西雅圖及日本東京等地對水資源利用之案例,分析目前台北市水資源問題,提出台北市水資源永續發展策略。文中擬定了目標、原則及策略方向,而策略部分除了提出一般性的策略外,亦提出相關的具體措施或實例,以供施政參考。主要包括水利管理、開源、節流、保育及污染防治、洪患防治、全民參與漏及更新、教育推廣以及技術應用等方面。另外,建議市府對地下水開發、供水管線測、及應用地理資訊系統(GIS)在水資源保育等部分,作更深入之研究。
    The purpose of this research project is to provide the city government with the strategies for the sustainable development of water resources in Taipei municipality. Through the studies of general situation pertaining to the sustainable development of water resources domestic and abroad, the domestic water resources policies, as well as the case studies of the utilization of water resources in Seattle and Tokyo, we then analyzed the existing problems of water resources in Taipei, and concluded the strategies for the sustainable development of water resources in time to come.
    In addition to the general strategies, it also provides in this research the city government with the related feasible suggestions and examples as a reference to the implementation of the water resources policies. These include: the management of water resources, developing new water resources, saving water resources, water conservation, the prevention of water pollution, public participation, the promotion of education concerning water resources, and the application of techniques in the studies of water resources. Besides, suggestions to the city government were also included as to the suitable development of ground water, the renewal of supplying water pipes, and the detecting of the water conservation by using GIS. All of these are worthy of further research.
