County (city) fraternal organizations to be named as "Business Council" or "Fellowship Society" was spontaneous civil society organizations with the nature of the banking association in Kuomintang-controlled areas after the War. The fraternal organization aimed at strengthening links between the county (city) banks and promoting the businesses of county (city) banking, to achieve the mission that "regulating local financial, assisting economic development, developing cooperation projects". This paper briefly introduces the background of establishment and complex situations of fraternal organization which shortly existed in individual provinces of Kuomintang-controlled areas after the war.
