摘要:	1980 年代的中國大陸改革開放，為中國大陸的經濟發展帶來了巨大成就，同時也造成其公部門嚴重貪污腐敗現象。為鞏固中國大陸的經濟成就，確保社會穩定發展，中國政府在全國展開了反腐倡廉運動，以整頓官箴制度，且獲得良好成效。本研究計劃旨在探究︰中國大陸政府如何在維持其相對政治穩定和經濟高度發展的同時，進行大規模的肅貪反腐工程? 在一黨領政威權體制下，中國大陸政府得以推動反腐倡廉運動並獲致相當成效之關鍵因素為何﹖本研究計劃擬從政府領導力與反貪腐成效之關聯性出發，採以文獻分析與深度訪談之研究方法，以俾深入探討中國大陸北京市人民政府在領導反腐倡廉過程中，所展現的領導特質、決策執行力以及所面臨的問題。本研究擬定「領導核心價值」、「領導執行力」以及「領導困境」等面向作為研究分析指標，試圖從中解析與推論影響中國大陸政府領導層推動反腐倡廉運動成效之關鍵性因素，進以為未來相關政府領導力、政府治理與廉能政府等學術研究和實務提供參照。 As China’s economic reform since the 1980s brought forth tremendous economic successes, it has also led to serious corruptions in the public sector. To consolidate its economic development and safeguard social stability, the Chinese government has pushed for nationwide anticorruption measures aiming at rectifying public officialdom, which has, in a sense, achieved remarkable successes. In what capacity has the Chinese government been able to deal with its rampant corruption problems while maintaining shining economic growth? What are the key factors that have contributed to China’s relatively effective “combating corruption and building clean government” experience especially under its one-party authoritarian political system? By employing literature review and indepth-interview methods from leadership, anticorruption, and clean government perspectives, this research attempts to explore the characteristics of Chinese government leadership and its decision-making and executing capabilities as well as the potential predicaments in the course of state anticorruption and clean government movement. It intends to take the leadership’s “core values,” “decisionmaking and policy-execution capabilities,” and “potential predicaments” as analytical foci, hoping to reveal the key factors that have significantly affected China’s leadership capacity and anticorruption effectiveness in its push for statewide anticorruption mechanisms. And it is further intended to provide some meaningful references for government leadership, state governance, and anticorruption researches in the future.
