本研究以Zahran et al.(2007)連結生態發展與全球氣候變化的《京都議定書》批准的跨國研究的生態現代化理論為基礎,運用與次級資料分析法探究《聯合國氣候變化綱要公約》締約國的政治(「政治權利、公民自由、民主」的內在政治變項以及「環境府際組織的會員數、對環境計畫與發展援助的國際與雙邊基金的貢獻、國際環境協議的參與、剩餘控制權利」的外在政治變項)、經濟(「能源效率、每人的二氧化碳排放量」的內在經濟變項以及「減排責任、減排承諾」的外在經濟變項)與文化面向(教育發展層次)對其批准《京都議定書》的影響效果,俾理解全球溫室氣體管制政策的態度忠誠,來解答以下研究問題:《聯合國氣候變化綱要公約》締約國對全球溫室氣體管制政策的態度忠誠的驅使力量為何?為什麼有些國家的態度忠誠度較高、有些國家的態度忠誠度較低?國家間出現態度忠誠差異的原因何在?到底有哪些因素,影響各國對全球溫室氣體管制政策的態度忠誠?本研究的成果能從觀察時間、研究變項與研究樣本上精進以政治、經濟、文化面向解釋與預測《聯合國氣候變化綱要公約》締約國批准《京都議定書》的能力,精緻化生態現代化途徑的《京都議定書》批准模式,為減緩全球氣候變化略盡心力。
The present study intends to explore the affections of political (political rights, civil liberties, democracy of internal politics variables and number of memberships in environmental intergovernmental organizations, contribution to international and bilateral funding of environmental projects and development aid, participation in international environmental agreements, rights of residual control of external politics variables), economic (energy efficiency, carbon dioxide emissions per capita of internal economy variables and reduction responsibility, reduction commitment of external economy variables) and cultural (level of educational development) dimensions of countries of United Nations Framework Convention on Climate Change to their ratification to Kyoto Protocol by secondary data analysis method based on ecological modernization theory of the cross-national study of Kyoto Protocol ratification combined ecological development and global climate by Zahran et al. (2007) for the comprehension of the attitude loyalty to global greenhouse gases regulative policy. The research questions this study attempts to answer are as follows: What’s the driving forces of the attitude loyalty of countries of United Nations Framework Convention on Climate Change to global greenhouse gases regulative policy? Why are the degrees of attitude loyalty of some countries higher or lower than others? What are the reasons of this dissimilarity? The reseach findings contribute to the mitigation of global climate change through the refinement of duration to observe, research variable and sample to the given Kyoto Protocol ratification model.
