    題名: 公立就業服務機構採取早期再就業諮詢模式的就業成效探討

    摘要: 為了促使失業民眾在失業期間,以最快的速度再就業,政府規劃整合失業給付、就業服務、職業訓練三項措施於同一窗口進行三合一服務流程,將這套行政流程導入各地區就業服務中心落實,希望透過就業保險的方式,照顧失業者在失業期間的經濟安全,進而促進再就業,減少失業人口的產生,並縮短其失業期間。為了降低民眾辦理失業給付而冗長排隊,因此勞委會決定自99年3月,針對各就業服務中心推選出五個就服站試辦一案到底、預約制的服務流程。雲嘉南就業服務中心之臺南新營就業服務站也於97年底先行試辦,建構深化就業諮詢服務之三合一就業服務流程,規劃出針對失業給付人潮空洞化傳統求才求職的核心能力之後遺症,將失業給付分流為認定與介紹窗口,改善窗口壅塞。以及針對失業者到就服站申請失業給付時,就服員透過面談挑出較積極的求職者,再轉介到「早期再就業中心」,並於98年2月先行正式推動,由專業就服員進行一對一個案輔導二個月。

    本研究之動機是為了想要以新營就業服務站為例,瞭解新營就業服務站實施深度個案管理服務以執行早期再就業新制度的現況與就業成效問題之探討。研究發現,對於分離制度之推介就業成效、窗口分離、申辦時間長短以及早期再就業之介入參與會談時間、專業工具運用與專業諮詢人力均有問題,本研究藉由問題分析提出具體之建議,藉以進而提升對個案之服務。

    The Government implemented the combination of the unemployment benefits, public employment services and vocational training into a single system at the one-stop window in regional public employment service center for activating unemployed re-employ as soon as possible, besides, the Employment Insurance taking care of economic security of unemployed, reducing unemployment rates, increasing re-employ and shortening the unemployment periods.
    The Council of Labor Affairs implemented the “one case by one staff” and “appointment” new operational modes for shortening the waiting periods in the process of applying for unemployment benefits in the five public employment service stations since March, 2010. Xing-Ying public employment service station implemented the “one case by one steward” and “appointment” new operational modes since the end of 2008 in Tainan for constructing the new combined service process of the unemployment benefits, public employment services and vocational training into a single system to enhance the core ability of finding employees and job seeking, and also dividing unemployment identification and recommended employment into two windows. Besides, the staffs of public employment service station would choosing the active job seekers in the process of applying for unemployment benefits by interviewing and transferring to “Early Reemployment Center” for improving “one case by one staff ”mode since February 2009.
    This thesis aims to explore Xing-Ying public employment service station for better understand on the intensive case management mode and employment performance the Early Reemployment system of the Xing-Ying station. The main results show that there are several problems in the employment performance of dividing unemployment identification and recommended employment into two windows, the length of waiting period in the process of the applying unemployment benefits, the time involved in the employment counseling in the process of the Early Reemployment, the using of expertise tools, and lack of professional employment counseling staffs. Finally, there are some suggestions about the “Early Reemployment Center” and the “one case by one staff” new operational modes for improving the quality of public employment service.
