    題名: 高鐵車站特定區優先發展示範區之研究

    摘要: 為帶動高鐵車站周邊地區的發展,政府規劃各高鐵車站特定區,配合各特定區之區位優勢、地方產業特色,優先投入公共建設進行其發展。2009年8月5號行政院經建會提出「高鐵車站特定區中程計畫開發策略」,探討進行各高鐵車站特定區之開發實施方案及相關課題研擬,以加速推動高鐵站區之開發。而臺灣在面對WTO國際化的潮流下,既有地方產業逐漸地失去原有的優勢,無法突顯出臺灣地方產業的「內涵」特質,因此為配合各特定區之區位優勢及地方產業特色,本研究篩選高鐵車站特定區之優先發展區,並將當地地方特色列為篩選項目,促進高鐵車站特定區的發展,以及賦予地方特色產業新希望。
    根據「高鐵車站特定區中程計畫開發策略」中所提之八站高鐵車站特定區,本研究針對已設站之五站高鐵車站特定區做篩選,桃園、新竹、臺中、嘉義、臺南,經由田野調查整理高鐵發展歷史、各縣市相關資料與當地地方特色產業,並透過文獻分析探討區位理論、大眾運輸導向發展、產業群聚、地方特色產業等相關理論,建立理論架構及篩選因子,運用加權因素比較法篩選,將各高鐵車站特定區於各理論中所得之分數加總,所得總分最高者即為篩選出之優先發展區
    本研究結果包括:1.以區位理論為基礎所篩選結果為:(1)桃園高鐵車站特定區、(2)臺中高鐵車站特定區、(3)新竹高鐵車站特定區、(4)臺南高鐵車站特定區、(5)嘉義高鐵車站特定區。2.以大眾運輸導向發展為基礎所篩選結果為:(1)桃園高鐵車站特定區、(2)新竹高鐵車站特定區、(3)臺中高鐵車站特定區、(4)臺南高鐵車站特定區、(5)嘉義高鐵車站特定區。3.以產業群聚為基礎所篩選結果為:(1)桃園高鐵車站特定區、(2)臺中高鐵車站特定區、(3)臺南高鐵車站特定區、(4)新竹高鐵車站特定區、(5)嘉義高鐵車站特定區。4.以地方特色產業為基礎所篩選結果為:(1)臺中高鐵車站特定區、(2)臺南高鐵車站特定區、(3)桃園高鐵車站特定區、(4)嘉義高鐵車站特定區、(5)新竹高鐵車站特定區。
    綜合篩選結果得出:(1)桃園高鐵車站特定區為優先發展示範區;(2)除已有政府及民間投入之站區外,則臺中高鐵車站特定區為優先發展示範區;(3)嘉義高鐵車站特定區於各方面資源都較不充足,應再慎重考慮設車站特定區與否或針對較弱之部分進行補強;(4)從篩選過程及結果中發現,交通、市場、公設以及政策等四項因子為極具指標性之重要因子。

    To stimulate the development around the HSR stations, the government planned to map out the development area of each station, match the location-specific advantages, and invest the public facilities first in these areas. On Aug 5, 2008, Council for Economic Planning and Development proposed “the mid-term development strategies for HSR Station Specific Districts”, discussing the action plans of each HSR Station Specific District and drafting the related subjects to accelerate the development. With the trend of WTO and the globalization, the existed local industries in Taiwan lose the original advantages gradually, and the contents as well as the characteristics of these industries could not be emphasized anymore. Therefore, to match the location-specific advantages and the characteristics of the local industries, this research selected the prioritized demonstrative area of each HSR Station Specific District and took the Local Cultural Industries as the selective standards. It is expected to push the development around the HSR stations and bring the new hopes to these local industries.
    According to “the mid-term development strategies for HSR Station Specific Districts”, the five stops were selected out from the eight HSR Station Specific Districts mentioned in the plan – Taoyuan, Hsinchu, Taichung, Chiayi, and Tainan. By the field investigation, the history of HSR development, the information about the local county or city, and the local industries with characteristics were reviewed and analyzed. Besides, by literature analysis, the theory framework and the selective factors were set up based on the Niche Theory, TOD, Industry Cluster, and the Local Cultural Industries. Subsequently, the weighted factor comparison method was adopted to sum up the scores in the above theories of each HSR Station Specific District and then the highest was defined as the prioritized demonstrative area.
    The research results are listed as below.
    1. The selective results based on the Niche Theory are
    (1) Taoyuan HSR Station Specific District
    (2) Taichung HSR Station Specific District
    (3) Tainan HSR Station Specific District
    (4) Hsinchu HSR Station Specific District
    (5) Chiayi HSR Station Specific District
    2. The selective results based on TOD are
    (1) Taoyuan HSR Station Specific District
    (2) Hsinchu HSR Station Specific District
    (3) Taichung HSR Station Specific District
    (4) Tainan HSR Station Specific District
    (5) Chiayi HSR Station Specific District
    3. The selective results based on the Industry Cluster are
    (1) Taoyuan HSR Station Specific District
    (2) Taichung HSR Station Specific District
    (3) Tainan HSR Station Specific District
    (4) Hsinchu HSR Station Specific District
    (5) Chiayi HSR Station Specific District
    4. The selective results based on the Local Cultural Industries are
    (1) Taichung HSR Station Specific District
    (2) Tainan HSR Station Specific District
    (3) Taoyuan HSR Station Specific District
    (4) Chiayi HSR Station Specific District
    (5) Hsinchu HSR Station Specific District
    According to the results above, some suggestions are provided as below.
    1. Taoyuan HSR Station Specific District is the prioritized demonstrative area;
    2. Besides the station area funded by the government and the private sector, Taoyuan HSR Station Specific District is the prioritized demonstrative area;
    3. The resources of Chiayi HSR Station Specific District are not enough, so it should be considered deliberately whether to set a Station Specific District here or enhance the disadvantaged parts; and
    4. In the process of selecting, it is found that the traffics, the markets, the public facilities, and the policies are the important factors as the strong indicators.
