    摘要: 台北市整建住宅為政府播遷來台初期,為安置公共設施拆遷戶所興建,共有24處一萬餘戶。近年來除水源整建住宅一期已改建完成,其餘各處皆面臨更新推動困難問題,進度延宕不前。1998年政府公佈「都市更新條例」,為都市更新機制取得更有利的幫助,為整建住宅更新帶來轉變契機。
    本研究藉由文獻分析探討國內外都市更新歷程、都市更新理論、都市更新容積獎勵辦法、公有土地參與都市更新、民眾參與及台北市24處整建住宅之歷史發展。從文獻中發現阻礙整建住宅推動進度的原因,嘗試提出整建住宅都市更新推動架構。
    本研究以中正區南機場一期整建住宅更新地區為個案研究,對南機場一期的實質環境與非實質環境及更新推動情況做分析調查。並對社區居民進行問卷調查,以了解對整建住宅相關課題的意見,問卷內容針對整建住宅更新進度緩慢的問題,以及對居民的影響程度進行理解。
    本研究針對其產權釐清、容積滿足、資金來源、實施者的共識整合及弱勢族群安置等,探討其課題及對策。
    本研究結果有三:
    一、 分析台北市24處整建住宅發展歷程,釐清整建住宅都市更新緩慢問題。
    二、 透過台北市南機場一期都市更新實證研究案例,歸納整建住宅實施都市更新所面臨之關鍵課題與解決方式。
    三、 提擬台北市整建住宅推動都市更新之發展架構

    Abstract
    Taipei Resettled Tenement Community was built for public facilities and the resettled households in the early stage when the municipal government of Taipei City was moved to Taiwan, with a total of more than 10,000 households in 24 places. In recent years, except for the completion of the resettled tenement community on Shui-Yuan Road Stage 1, the rest places are facing difficulties in promotion and the progress is delayed. In 1998, Urban Renewal Act was issued by the government to provide favorable help for urban renewal mechanism and to bring new opportunities for resettled tenement renewal.
    This study using the literature review analyzes the domestic and foreign urban renewal process, the urban renewal theory, the urban floor area bonus, the public participation, the history of 24 resettled tenements. This finds the hinder reasons of resettled tenements impetus progress and proposes the urban renewal driving framework of resettled tenements.
    The study conducts the case study of Nan Ji Chang Stage 1, Zhongzheng District, analyzes the physical and non-physical environments and its renewal situation. This study uses the questionnaire survey of the community residents, knowing the tenements’ related ideas of the slow progress of resettled tenement renewal and the influence on the residents.
    This study explores the issues and solutions on the subjects of property rights clarification, floor area satisfaction, source of funding, executors’ consensus integration and resettlement of vulnerable groups.
    This study concludes three results as follows:
    1. Analyzing the development process of 24 resettled tenements of Taipei City, finds out the slow progress of urban renewal of resettled tenements.
    2. Using the case study of Nan Ji Chang Stage 1, Zhongzheng District, summarizes the key issues and solutions of the urban renewal in the resettled tenements.
    3. Proposes the developmental framework for the urban renewal of Taipei’s resettled tenements.
