Abstract:	為了社會活動的趨勢，都市的成長不斷竄動著，都市的活動不論時間長短、程度高低、規模大小對於自然環境都將造成一定的環境負載與生態影響，即便是立意良善的都市活動。都市中舉辦之「博覽會」，即為一種立意良善卻與生態環境造成矛盾之活動模式，在博覽會的舉辦過程中，我們需要有一套簡單的準則來確保都市土地得以在活動期間有價值的成長。生態都市是一個具健康特質的都市，藉由保留大面積且完整之自然地區，並透過規劃設計營造串連不同空間尺度之綠色跳島，以促進生物環境間之互利共生，形成一都市生態網絡。因此，為了提高都市環境之生態網絡功能，專家學者紛紛提出都市環境與生態綠網相串連之相關研究，並引入生態跳島與廊道串聯之概念來縫補、修復生態生機，健全都市生態網絡之機能。本研究擬以建構都市生態系統為目標，以營造公園為都市生態跳島為手段，透過景觀生態理論與生態都市相關文獻回顧，運用景觀生態規劃方法，分析都市空間模式與綠資源連結之潛力，並以「2010台北國際花卉博覽會」之展區為研究對象，其研究範圍包含花博會場之「圓山公園、新生公園、美術公園及大佳河濱公園」及其周邊熱區；上述綠地位於台北市都市計畫區與河川地之交界，在生態結構之空間機能上為一重要之生物棲地與遷徙路徑，此外對於促成生態跳島與廊道之連接也極具意義，若能在營造過程中引入生態跳島機能，則亦有助於都市生態系統之健全。本研究主要探討之目的為：1.探討綠地網絡系統與建立都市生態跳島之關聯性；2.研擬具都市生態跳島實質機能之花卉會場規劃；3.分析檢討以生態跳島規劃為目標之大型公園綠地系統經營模式。研究方法包括文獻回顧法、田野調查法與生態規劃方法，並藉由波士頓翡翠項鍊綠網系統、新加坡花園城市綠網及荷蘭國家生態綠網NEN 計畫為都市綠網建構之案例研析，並借以世界著名博覽會之城市博覽會經驗參考，整理出各個國家之生態網絡策略及都市博覽會案例之生態經營手法與規劃模式，並據以作為實證規劃成果。 An Eco-city is a city with vigorous ecological characteristics that retains large and complete natural areas to ensure the balance between organisms and environment. In order to upgrade the ecological network function of the city, experts published many researches for linking up the Eco-City and Ecological Network; and introduced the concept of ecological corridor and stepping stones to repair the mechanism of the vitality of ecological networks. Taipei International Gardening And Horticulture Exposition will be coming in 2010. The site of the exposition is located in the Yuanshan area in Taipei City, starting from Yuanshan Park, to the site of the proposed Sculptural Park, and extends all the way to Xinsheng Park and Dajia Riverside Park. The newly built exposition hall is a new and the complete expo site will have 14 halls in total. The total area is as vast as 91.8 hectares. The research purposes are including: 1. To confer the issue of creating an urban stepping stones and the green space network system; 2. According to the principles of the preceding paragraph, find ways to create an urban stepping stone, high quality landscape, and an innovative Flower Expo exhibition space, 3. Review of an existent model of urban stepping stone of Taipei City and propose a practicable Ecological planning. Research methods include literature reviews, field studies and ecological planning approaches, and case studies of, the Boston Emerald Necklace, Singapore Garden City Green Network and the Dutch national ecological network NEN Green, 2000 Awaji Flower Expo. Through the case study analysis of each city, we organized a case of eco-Expo business strategy and planning models, and based on the results as evidence.
