摘要: | 人口販運議題自1990 年代後隨著全球化而愈加嚴重,在台灣,自1995 年後,因為國際重視,近五年來人口販運議題也在台灣快速的發酵。尤其以2009 年一月通過人口販運防制法而使得此議題由未知至已有初步成果展現。目前移民署在台灣設立五個收容所、一個分別收容所、三個庇護所收容人口販運受害者,然而,對於受害者有何需求以及如何保護,卻是在幾乎缺乏經驗的狀況下提供服務。尤其是社會工作領域對於人口販運的認識與討論都是少之又少。對於人口販運保護的初期,本研究目標在評估受害者的需求、分析相關資源與現有服務與保護,並提供未來政策建議。研究將分三階段訪談移民署收容所的受害者(包含宜蘭、台北、新竹、南投、連江五個收容所,南投的分別收容所,以及宜蘭、花蓮、中壢三個庇護所),第一階段主要評估受害者初步進入收容所(或庇護所)時受害者認定的需求,第二階段則是在受害者已居住在庇護所六個月之後分析受害者所獲得的服務內容,第三階段則是一年後(或結案前)針對保護服務的成果進行資料收集。依人口販運防制法指出,對於受害者保護,政府應提供醫療服務、安置、法律服務、諮商、經濟、人身安全保護等。研究內容則將以上述部分作為分析面向。
Human trafficking is getting worse with the raising of globalization. In Taiwan, after 1995, because of the international focus, the issue of human trafficking has been paid more attention. Especially, in January 2009, the institute of Combating Human Trafficking Act shows the initial step of anti-human trafficking of the Taiwanese government. The immigration agency has built up five detention centers, one separated center and three shelters for human trafficking victims. However, the servicers which are provided to victims have not been widely studied, such as the needs of victims. Furthermore, the discussion of human trafficking in the social work/social welfare issue is very rare. Especially, the immigration office has set up mine shelters/detention centers for trafficked victims. The case workers in these shelters/detention centers are working for victims with no many experiences of working with trafficked persons and may be no many ideas about the needs of trafficked victims. Therefore, this study would like to analyze the need of victims they claim, the services they receive, and the difficulties they face. This research result will provide policy suggestions to the government and conduct more knowledge of trafficked person protection. According to the Combating Human Trafficking Act, the government has to provide medical services, accommodation, law assistance, safety protection, and financial support. So, base on these principles, this study will analyze the needs of the interviewees through these dimensions. At the initial process of human trafficking victim protection, this study aims to assess the needs of victims, to analyze the resources and services, and to provide the policy suggestions. This study will adopt qualitative research and face-to-face interview to collect data from trafficked victims who are sheltered in the nine shelters/detention centers. At the first step, the researcher will interview victims to know the needs that the interviewees identified by themselves. The second step is to interview again after six months to analyze the services the interviewees receive. At the third step, also the final step, the interview will be hold before the interviewees go back to their home county, and it aims to know what kinds of services they have received and the needs that have not satisfied. |
