Abstract:	二戰後國際關係的結構與過程隨著跨國行為者的繁衍，產生了質與量的根本性變遷，傳統國際政治的面貌與特色出現新的輪廓：國家不再是唯一的國際體系內的行為者，軍事武力作為追求國家利益的手段雖然仍不可避免，但重要性已大為降低。經濟與社會性議題如貿易、人權、環境生態、社會福祉，逐漸穿越國界將世界串連成一網系，利益團體、社會與國家間的相互依存關係變得更「敏感」與「脆弱」，導致主權國家對內、外部事物的影響力益形滑落。資訊、傳播、金融與資本領域的國際化與全球化，迫使國際關係理論與實務的重新檢視，不僅是學院式的反思，也是政府與民間決策者的新挑戰。
