    摘要: 契約承包者的自主與依賴—婦女團體轉向新移民服務的分析 在社會福利民營化的脈絡下,承包政府契約的非營利組織能否保有自主性,亦或因 為依賴政府而必須調整組織的使命與提供的服務內容,甚至危及機構政策倡導的能 力?上述議題一直是理論觀點上探討公私部門合作關係的核心,然而本土的實證研究 卻付之闕如。在台灣社會福利普遍民營化的今日,本研究試圖由民間團體的角度探討 公私部門合作關係下的互動過程。亦即,向來承辦政府不同主題服務契約的婦女團體, 何以轉向承辦政府委託之新移民服務的過程,及其如何同時扮演政策倡導角色。理論 部分將透過兩種理論—資源依賴理論和新制度理論—的檢視,提出兩種非營利機構受 政府補助款影響的解釋脈絡。實證部分將選擇賽珍珠基金會、台灣婦女展業協會、善 牧基金會、勵馨基金會四個婦女團體,透過書面資料的蒐集與質性研究訪談,從中瞭 解其在新移民議題中的服務提供與政策倡導角色。從理論與實證面探究社福機構作為 政府契約承包者的自主與依賴。
    Autonomy and dependence of contracted social service provider— How women organizations turned to services of immigrants In the context of privatization in social welfare policy, whether contracted nonprofit organizations would be dependent on government and loss of autonomy have been a central issue of government-nonprofit relationship. However, related evidence-based research is limited in Taiwan. This proposal attempts to investigate government-nonprofit interaction under social service contracts from the perspective of nonprofit organizations in the issue of new immigrants in Taiwan. The inside perspective first help explain how women organizations which have contracted with government for years turned to the new issue of immigrants. It will also allow researcher understand the co-existing way that nonprofits play as service provider and as policy advocator. In this proposal, two theoretical perspectives—resource dependency theory and new institutionalism—will be examined in regard to the effects of government funding on organizations. The managers and staffs of four women organizations—The Pearl S. Buck Foundation, Taiwan Women’s Development Association, The Good Shepherd Sisters in Taiwan, and The Garden of Hope Foundation— will be interviewed. The findings of this proposal will contribute to significant implications of government-nonprofit relationship theoretically and practically.
