| 摘要: | 目前歐洲廣爲討論的「彈性安全」觀點，企圖尋求勞動市場彈性化與社會安全保障之間的平衡關係，本文由此觀點切入，並運用Muffels and Luijkx等人提出的「彈性－安全分析類型」，以台灣勞動市場爲對象，探討台灣在「勞動市場彈性化」與「社會安全保障」之間的關係爲何？二者之間是否有出現矛盾現象的問題？進一步確認台灣勞動市場的國際比較類型與定位，藉以省思當前台灣勞動市場發展在彈性與安全二者之間是否出現不平衡的問題？本研究藉由修正Tangian提出的勞動市場「彈性－安全」之「組合式分析指標」，針對台灣勞動市場在「彈性」與「安全保障」二大面向的發展情形，進行完整性的瞭解與分析，進而探討台灣勞動市場的發展特徵。研究結果發現，台灣的勞動市場在彈性與社會安全保障之間，呈現出「不平衡的雙重束縛關係」，使台灣之勞動市場成爲「不彈性、不安全」的特殊類型，因此在未來，政府亟需發展勞動市場彈性化與安全保障之間的新平衡關係，做爲制定勞動市場政策與法令的基本原則。
The notion of flexicurity promotes the balance between labour market flexibilization and social security protection in Europ-en. This paper adopting the 'flexibility-security analytic types' of Muffels and Luijkx, and using the 'Composite indicators' of Tangian, to analyze the relationship of flexibility and security in Taiwan labour market. Research outcomes find out, Taiwan labour market show the 'Double Bind Relationship of Imbala-nce' between labour market flexibility and social security prot ection, moreover, 'Inflexicurity' are the main type. In the futu-re, the principles of labour laws and labour market plocy impl-ementation schould be constructing the new balance relations- hip between labour market flexibilization and social security in protection. |
