摘要: | 近年來,英美等國社會福利的發展,代表民間力量的非營利組織愈來愈受到重視。台灣社會福利制度發展亦與非營利組織興起密切相關,特別是非營利組織所扮演的政策倡導角色。本文由「非營利組織政策倡導」角度切入,深入探討老人福利推動聯盟在老人福利法修法、相關子法制訂及輔導未立案老人養護機構方案執行的過程中,如何運用各項政策倡導及行政倡導策略,周旋於政府部門及未立案業者等利益團體間,積極於未立案老人機構法制化議題上扮演政策倡導團體的角色,進而發揮政策監督功能,並詳述過程中老盟考量社會資源及各相關單位的回應模式來選擇倡導策略的動態過程,最後就政策內涵加以分析政策倡導的回應與影響。
The advancement of social welfare in Western developed countries, such as the United States and the United Kingdom, has signified the importance of nonprofit organizations (NPOs) and the partnership between NPOs and the state. Concurrently, NPOs in Taiwan in recent years have also become an indispensable part of social policy process. In particular, NPOs have shown its strength on the role of policy advocacy. The purpose of this paper attempts to explore the process through which the LWIOP (The League of Welfare Improvement for Older People) took part in policy advocacy and monitoring. By uniting other interest groups with the same goal for escalating the elderly's welfare, the LWIOP has exerted its influence on the establishment of a formal system of accreditation for residential nursing facilities. The author describes in detail the dynamics of how the LWIOP chose its policy advocacy strategies based on available social resources and the response from the relevant governmental departments to fulfill its organizational goals. |
