    摘要: 國內推動多年的農田水利建設生態工程建設,實施效益之評量是現階段相關領域重要的研究議題,本研究的目的在於建構農田水利生態工程建設效益評估方法,並應用於圳路生態效益評估及改善建議。首先以AHP專家層級分析法,建構農田水利建設效益評估指標體系,以東部七條圳路爲研究對象,進行95、96年現地調查、魚類採集及指標評量,最後選定一效益較佳的圳路爲實驗組,其他六個地點爲對照組,進行各指標值比較,根據比較結果提出未業七條圳路於生態效益提昇上應努力的方向。研究結果顯示本研究建構的農田水利生態工程建設效益評估方法具有一定程度與效度,此方法應用於生態工程建設前之評估時,有助於工程設計內容調整;應用於生態工程建設後效益評估及建設前後的效益差異性比較,有助於生態工程效益檢討。本研究應用此方法分別提出長條圳路生態效益提昇之建議。此外,本評估方法必須進行方法簡化、增加資料取得容易性、並與行政程序結合等工作後,才能提供實務上使用。
    The purpose of this research is to set up the method of efficiency assessment for ecological engineering of hydraulic constructions at agricultural fields and to give advice on approving its application. First, the research team used Analytic Hierarchy Process to construct the system of benefit evaluating and chose seven sites from three counties in the eastern Taiwan of 2006 and 2007 doing works of compiling information, making field investigation, collecting fish data, and calculating and evaluating the system indexes. Following, we chose the most effective site to be the control group to compare every index with the other six sites and according to the result, advanced suggestion for them to improve their benefit. The result proved that the system of efficiency assessment for ecological engineering of agricultural hydraulic constructions is credible and feasible. Using this system to estimate before ecological engineering constructed is helpful for engineering designing and elevating the engineering's efficiency. Using on estimating efficiency both before and after the ecological engineering application can increase the benefit of the engineering. It still has a lot work be done on simplifying the assessment system, information collation, and linking up with the administrative procedure aftertime.
