摘要:	本文係基於調節理論的研究觀點，探討目前台灣政府積極推動城鄉風貌改造運動，究竟要回應什麼樣的問題與困境，以及在面對21世紀全球化競爭以及國內詭譎多變的政經情勢，是否為一有效或具意義的政策工具？同時藉由對城鄉風貌改造運動內涵的重新詮譯，以期整合政策與相關問題的脈絡間的關係；最後結合理論與實務，嘗試提出城鄉風貌改造運動的策略性建議。這樣的結合，一方面有助於學術界能從不同觀察角度，更具體地解讀這政策的內涵，另一方面亦可提供決策者不同的考量途徑與策略選擇。 From the perspective of regulation theory, this study tries to explore "the Townscape Renaissance Movement in Taiwan". The goals of this study are to understand what problems the Townscape Renaissance Movement were confronted, and was it efficient or meaningful for our society as an important policy tool? In the meantime, this study tries to combine regulation theory and the movement of townscape renaissance, so it may open a new approach to interpreting the context the movement to researchers and offer some strategic choices to policy-makers.
